did you find some connections between thoseho were bullied and those doing the bullying? >> there are categories of kids who can end up onither side. they tend to be the kids with the biggest psychological problems. who are sometimes victimized and sometimes they're lashing out. really for them this behavior is a cry for help. but i don't want to create this impression that all bullies are like that because there are other kids who are being manipulative, and for them it's a sadly rational behavior, a way to enhance their social status. then the trick for adults to help is to change that dynamic and help kids change it for themselves. >> how do you do that? >> it's really hard because when the social norm of a certain school is that bullies gain that social status or gain popularity and there is good data that shows kids who are bullying are considered cool and popular in their schools. when that happens it's hard to change that norm. you have to switch it and make it uncool. the way to do that is to take an active stance and active look at what the actual norms in the sc

if we uncouple bullying and punishment doesn't that make it much easier to define what bullying is? and seems to me and defining bullying because the bar is so high because we're afraid it's going to trigger some prescribed consequence and bullying doesn't necessarily have to lead to a consequence and just a solution wouldn't that make the definition of bullying much easier? >> i don't think that that -- at least from my perspective and what i heard so far that the focus of addressing bullying leads to punishment. at least what i have been talking about and my colleagues here is we're focused on addressing it as changing behaviors, and learned positive behaviors as opposed to trying to assess or attach a punishment to it. it might result in some punishment if it's extreme but i think that the focus at least from us is that we want to do the intervention, the healing, the retorstiff justice and i don't think punishment should be a substiewlt word for the behavior and i think that is where the confusion lies for some and if we held someone accountable for a behavior is attached to a p

forget about the word bullying. honestly, don't think about it, put it to your side, don't think about it now. what we are doing is we want our children to be prepared to handle conflict so they are not so anxious just like everybody is when you are dealing with conflict. when you did that, it becomes a moment of saying to somebody, it triggers everybody's desire, regardless of your political persuasion, about self-responsibility and independence. i find that to be a very helpful way to market this issue. the second thing that i think is important about this is to meet it head-on where it is, meaning i get it, i understand that you feel that we are losing, we are losing its content. and the reason it was sort of i think somebody said it this morning, is about the word drama. kids are not using the word bullying any more because bullying triggers adult involvement, maybe, right? also you are weak, you are still perceived as being weak or targeted for some things identifying you as being bullied. if you use the word d

i'm so impressed that we recognize that bullying is no longer simply the bullying of your fists but it's the bullying that can come through the use of twitter, through the use of other social media. we did a case, again a hate crimes case involving an individual who called himself devilfish who over the internet was sending death threats to the heads of the national council of irasa to other organizations that had the audacity to october on behalf of immigrants. and we prosecuted him. you described one just now, that is not an isolated incident. you know that old addage, sticks and stones can break my bones but words can never hurt me, i categorically reject that. we have seen kids quite literally take their own lives as a result of cyber bullying and that is why i did a remarkable partnership in south florida with local law enforcement who had gone into schools talking about bullying, including cyber bullying and giving people concrete examples of things of situations they saw, it was remarkable. and that is why we will continue to do that work. so i hope today as we move forward you wi

welcome to the stop bullying summit. i'm a federal prosecutor so it may seem odd that here we are talking about bullying and we asked all of you to be here and i want to explain the origin of that and why this happened. you people, everybody in this room, has been involved in this issue and is doing incredible work on this issue and we were so honored to be a part of it and to meet with all of you and to speak with you about it. the origin is that as the united states attorney, the administration wants me, wants all the united states attorneys, to go out into the community. it's actually a very different role for the united states attorney is envisioned by this administration. this administration, the president, attorney general holder, they want the u.s. attorneys to go out into the attorney to talk to the communities in our district to understand what the issues are and challenges are and to do what we can to help, to convene meetings, to do whatever we can to help on behalf of the administration. and as part of that i

when we talk about bullying and harassment there is no federal definition of bullying. in fact, one of the things we're working on is getting a common definition so we know what that means. and tom and i have an enormous amount of jurisdiction and team support to help ensure that when it comes to race, when it comes to color and national origin and sex and disability that there is some real teeth behind that, but it also is about students that are bullied and harassed because they are short, because they might act differently or unique. that's where we have to provide the kinds of tools and supports and training to superintendents, like -- i see another one over there, tony smith from oakland, the sort of heroes that are deeply trying to transform their communities and recognize that this is also a community issue, that it is not just a school issue. >> tom, why don't we have a federal definition? >> well, we're working on it. i mean, i think there's a, when we had the white house conference there was a conversation about what is the federal role and there continues to

>> bullying is a very serious problem and i wouldn't can't to send the message that bullying programsan't help. we've had dozens of controlled studies that shows bullying prevention programs can and do work. there is nothing in these programs that teaches you to be a better bully. bullying is not that hard to do. kids do it quite naturally, and they do it without training. i'm really not concerned about that . the texas stie did not ask but one question about schools and programs. whether they had a program. they didn't ask what kind of program, what was taught in the program, how long the school had a program, or whether students benefited from the program. it only asked did you have a program. that's really not an effective way to determine whether a program works. >> there are different types of programs and some may be more effective than others, but the fact that ther there was that kind of statistical outcome is significant. >> well, it's not significant because you haven't done a controlled study to see what bullying was like before the program was implemented. let me give a si
