leaders at the african union summit have decided not to send 5,000 soldiers to burundi without the burundin government's consent. the crisis there has dominated the summit in ethiopia. more on that now with our correspondent from addis ababa. why was there this reluctance to take action without burundi's go ahead? >> reporter: many of the heads of state were saying that this could amount to invasion, they were talking about noninterference issues, they were saying that burundi is a sovereign country, it has an elected leader, that election is contested. they have instead - they are instead pushing for a political solution, an all-exclusive political dialogue to be held. i remember that this dialogue was supposed to start in january, but the burundi government delegation did not show up, saying that the government will not sit down and negotiate with groups as criminals. now to that end the heads of state have also decided to sends a high a.u. level delegation to burundi to speak to the government officials there and different other players about the talks and also to speak to the president

we're concerned that the burundin government may be burying the truth and it's essential that investigations take place into these potential mass graves now. >> burundi's government has denied this information, saying they are based on false information provided by their opponents. the u.n. secretary-general describes the country as perilously close to the brink. al jazeera's catherine soy has been monitoring the au's peace and security meeting in ethiopia. >> viability armed groups still hold large territories and are carrying out deadly attacks in places like burkina faso recently. grave danger now. they deliberated on better ways of sharing counterterrorism, intelligence, also, on the agenda was south sudan and the formation of a traditional unity government there. the process seems to be on shaky ground following the decision by the government to create 28 states up from 10. the armed opposition led by riek machar says that was not in the spirit of the peace agreement and want it dropped. now burundi is high on the agenda and will still be high on the agenda in coming days. heads of stat

troops will be deployed to burundi without the consent of the burundin government. i'm just from a press conference where a commission of the peace and security council ambassador read out resolutions from that peace and security council as well, the assembly of states and the heads of state who said that they're going to push more aggressively for talks >>> we have had problems. can you hear me? >> reporter: i can hear you >>> it looks like we lost you there for a moment, just continue. >> reporter: as i was saying, i don't know where you lost me exactly, but i was saying that the heads of state have made a resolution and decided that they're going to push more aggressively for all inclusive political talks to be held, they will send a high-level delegation to talk to burundi government and convince them of sending troops there, troops that will help the country, they're going to work hand-in-hand with the local authorities in protection of the civilians there. burundi has been adamant that it does not want any troops from the african union there and said that they
