and a lot of our businesses, most of our neighbors in this community are small businesses, mom and pop stores and who don't have a lot of cash flow every month. so, we are very grateful for the mayor and supervisor's office for giving us the support. as you know, lawsuits can mean for a business that they have to close down if they don't have the cash to defend themselves hiring a lawyer. so, this past year alone, a lot of the small businesses actually have to move out of the city because of people doing drive-by lawsuits. here at the good will industry we are very grateful and one of our mission is to help people to create job opportunities for people who come here and work. so, one of the things that we care for is creating jobs in the city and preserving jobs in the city. so, last year we were able to have about 7,000 people just to come by and to shop for us and to provide job opportunities and training opportunities throughout our missions and our [speaker not understood]. once again, i want to thank the mayor and carmen chu for helping us to get this funding. thank you. businesses understand how to get started in business, how to develop business plans, how to be able to put yourself in a position of planning for your business as much as running your business. a big part of what we do is the technical assistance and counseling work we do for folks interested in starting a business or those in the early stages who really need advice about where to go when you run into the wall, about financing, marketing, managing your business. that is an important role we play as well. another role we play is helping small businesses understand how to do contract thing, particularly with the federal government, but in a more general way, with all the public sector players. one of the things that small businesses always need is customers. one of the big customers out there is the public sector, but one of the challenges is the public sector on every level, federal, state, and local, are always difficult for small businesses to understand how to navigate the process of getting certified to do business, finding the right sources to be able to talk to and understand h

business, talk to them as you are growing your business. when the economy is strong, all lenders are shopping for transactions. in times are tough on credit, you want to rely on those deeper liberation ships with your lender. you want to develop a relationship with a lender. it is the case where you want to open up an account, while to have another bank services that you want to have a relationship with your lender with it because when you go to them for any loan requests, you want them to know about your business and feel like they are a partner of yours, not just that you are shopping them. if you are shopping, you are just looking for the best deal from them, rather than a long- term relationship. >> i want to thank everyone for coming. hopefully, you have all signed up for our updates. we are going to be hosting these on a regular basis. the next two coming up will focus on becoming a government contractor, how your small business can partner with the government. the next one will also be on how to grain your business, with tax -- green

on a sunday most businesses are open 12-5, which is almost the entire business day. i don't know if there is any way to resolve that, but i think there is kind of a conflict with that, just because if you want people to go in and out and turnover and go shopping, if they are going to park for four hours, they weren't turning over. even the worship people feel four hours is not long enough and have service and meals and lots of other things that take them virtual will you through the day. i'm curious what other commissioners' thoughts are on that? >> well, i understand why they do it, like on clement street and some area where's they need the turnover, i agree with you on the hours. personally i'm not a big fan of the sundays. in my neighborhood, castro and upper market the merchants are not in favor, but you talk to the clement merchants and geary street merchants they are for it, because they are open longer hours, especially the restaurants. it is four hours? >> four hours. dinner time -- >> then you don't have to pay after that. >> i know. >> i understand why the

the treasures office has revised the business registration for new businesses to include this informationnd to have a statement on the back about sb1186 and why there is the additional, the dollar being collected and to do a reminder to businesses about their responsibility for ada compliance. and i am in conversation, this the notice comes directly from sb 1186, the law, which is on the tax and treasurer's form, so i am in conversation with them to also include our departments as a resource as well. so, hopefully that will take place. so just wanted to let you know. so as director mccarthy or commissioner mccarthy mentioned there is this dollar collected and we roughly have about 80,000 businesses registered in the city. and so, 70 percent of that of the dollar is to stay in the local municipality, 65, 5 percent goes to the administration of handling the funds. and then 65 percent is to go towards past inspections and helping businesses do their construction related activities. the requirements and any kind of education and out reach. so i think that it is written pretty broadly, so i th

business. credit unions offer micro loans. we do a lot of micro loans up to $50,000. this is -- we check credit. we need a business plan. then we look at the three-year tax return and that statement. we do a lot of home care and mom-and-pop shops. we also do start ups. we asked for approval through documents. we work a lot with people who do not know how to file taxes properly. we are mainly focused in san francisco. we are small. we focus mainly on the tenderloin, chinatown, bayview, visitation. we do a lot of expansion. people start small through the credit union and then want to go to the bank. we know we are limited. we cannot afford to give out a big loan. starting from the credit union, we educate them about filing taxes properly and then moving on to the bank, a small one, expansion, and we work with the bank. the bank and credit union are similar. we do allow tax returns, projections. credit unions do not charge an additional loan or processing fee. processing time, on a small loan, --

business. based upon those questions, we will direct them to the sba for workshops, courses. there is other entities that also provide workshop courses score as well in terms of helping to write business plans. also helping to educate the distinction between the micro lender, our bank, and our larger financial institutions and how those lending -- what is the difference in how this entities will lend, in addition to the sba loans that are available. also in response to the economic crisis, which hit a couple of months after we open our doors, the mayor reinstated the revolving loan fund, and we partnered with tmc working solutions, which is a micro lender, to provide a loan fund for start of an existing businesses to help them. today, that loan has given out 23 loans, and they are averaging around $15,000 or $25,000 each. another unique thing that the city is doing in terms of helping our businesses and dealing with capital needs is as a city, sometimes, we implement regulations, and you would

i've actually been out with the folks talking to business leaders as well or businesses, representatives in my district. just wondering when we look at a map of san francisco and we're seeing where we're able to achieve changes to technology within the businesses, are we seeing clusters in certain areas and less so in other parts of san francisco? >> so, the energy watch program that's before you today, it's targeted for small businesses and multi-family buildings. so, when you look at the map for energy watch program, you'll see participation along your business corridors. so, san bruno avenue, mission, you'll see where we've impacted. and then also where the large concentration of businesses are. so, certainly in the downtown sector, chinatown, for example, have all been very large concentration of businesses in san francisco and equally high participants in our program. so, again, for the energy watch program that's kind of what our focus is on. and, so, our hope and goal is now to kind of go back and look at those businesses surrounding those who have successfully subscribed to the p

their experience in opening a business and then for businesses over five years, we're asking them about their experience about their ongoing engagement with the city. so what improvements do they see? what improvements would they like to see? what would make things easier in terms of their ongoing engagement? you know, obviously we're looking to see what kind of feedback they might give us in terms of direction, in terms of technology improvements and things of that sort. so that is the update. and once eric and i are targeting sort of early-march to have a first sort of glean through of the surveys that we have received from the departments. so hopefully at our second meeting in march, i will have him make a presentation to the commission to provide you with sort of our first run-through of taking a look at the results of the survey. i have for you as a copy, in your binder, the tax and treasurer's office has modified their business registration form. it's now a one-page form and it includes the sb1186, sb 1186 requires that each local municipality collect a dollar per business registr

i work with my daughter, proudly have, a family business. part of the reason there is so much interest in this project at this time is that this work was not done years ago. the process by which we arrive at how we do an infrastructure project that does not disrupt small business in a way that it runs it out has been inverted. any option that you vote for today that involves digging a hole in the middle of a main thoroughfare anywhere in this city, particularly on columbus avenue, will destroy small business. even option 3 should be looked at very closely because there is an access shaft that is being proposed in the community meeting. no one was really clear about how long it would take to have it. no one was really clear about how big it would be. or how long it would be there. if you block a main thoroughfare, not only will you destroy businesses in north beach, but one of the reasons that the chinese community housing people have come up with support of this, you will disrupt business all the way into chinatown, all the way into lower gr
