this afternoon to talk more about what we have seen unfold today is jim wilcox, professor of economics at uc berkeley's haas school of business. professor, thank you for the time. there was certainly a lot to keep track of today. so we're going to want you to kind of help us understand what we saw here with these last minute deals to pause these threatened tariffs against mexico and canada. obviously, president trump using this, these tariffs as a bargaining tool to try to get the action he wants when it comes to border security. do the pauses that we saw today suggest that this was a winning tactic for the president? >> well, if the goal really was to stop the flow of fentanyl and illegal immigration, it may well have some of the desired effect. but that just means that the agreement to restrict those flows into the united states comes at the cost of saying, we will not impose tariffs on canada and mexico, and therefore you're not going to get the effects, for example, on american jobs and the help for workers and maybe for businesses that often tariffs are used for. >> and we heard earlier, the un ambassador from china sayi
