this program is about providing health care for employees, not creating additional profits for businessess, the jury has no issue with restaurant eurs raising their surcharge, a significant number of restaurant owners are benefiting from the addition of surcharges which are represented to their customers as being for employee health care. this is a clear violation of public trust, despite the koe and chew legislation passed in 2011 which did not close the loophole ins the security ordinance but merely requires employers to wait two years instead of one to retain hra funds. it goes on to say that any excess must be for the benefit of the employees. well, this is extremely vague and ambiguous and we weren't sure what that meant. does that mean a hawaiian vacation for the owners in which they bring back little gifts for the employees? just think about the cost of implementation and enforcement to say nothing of the unbelievably complicated auditing process, so as a result, the jury recommends the city totally eliminate hra's in favor of the city option. the jury strongly recommends the city b

businessess.... karen parks is live on the scene where repairs are unnerway......erway......we are on albermarle in between styles and fawn......righh in the middleof little italy... this hole at leass 15 feet deep sits right in front of several homes....and businesses.......workerr have bben out here since yesterday.......so not only do reeidents have toodeal with the noise from repairs..... but the street is shut down..... so that means....no parking for residents......ann no foot traffic for neaaby businessss......aad to make things worse.....more than 20 residents were without water ov. ooerrighh.... 3 & a sppkeperson for the says this all started back in august witt a sewer repair....it was paved ooer peveral imes but apparently something continues to cause a breaa in the sewer line which causes the sinnhole tt widen and collapse.....and its that problem that the department of pubblc works wants to straighten out...... meantime.....neighbors have to earn to cope... cope... 33 (16:12)the fact thht i just moved into the city its like definitely interesting its w

i used to can the to businessess -- excuse me, hospitals and health care providers and i was astonished at the creativity and innovation that exists until the american people. in order to bring the cost of health care down, we don't need to have a board of 15 people telling us what kind of treatments we should have. we instead need to put insurance plans, providers, hospitals, doctors on target such that they have an incentive, as you say, performance pay, for doing an excellent job for keeping costs down, and that's happening. inner mountain health care does it superbly well. mayor clinic is doing it spushly well, cleveland clinic, others. but the right answer is not to have the federal government take over health care and start mandating to the providers across america telling a patient and a doctor what kind of treatment they can have. that's the wrong way to go. the private market and individual responsibility always work best. >> let me just point out, first of all, this board that we're talking about can't make decisions about what treatments they're given. that's explicitly prohi
