and that's been hugely rewarding for those cities. but we also need those cities to talk to their hinter lands and the provinces to which they are connected. that means, as we have discussed, the universities. but it also means our great cultural institutions, museums, galleries. we see in the uk a stripping out of cultural provision outside of our great metropolitan be center. it means our businesses and the language we speak about, apprenticeship and training, where is that being taken from. so it seems to me there is political leadership. but part of that is civic leaders talking to the other great institutions in urban areas which have such capital cultural and social financial capital invested and embedded in them relative to those other parts of the country which are feeling left behind by globalization. so if some of that richness of globalization, if some of that advantage that has come to urban areas is then spread more effectively, by not just political but economic leaders, i think we have a path going forward. >> a lot of the

actually not just within rec and park but the city as a whole. we have seen the passive of more go bond in the prior decades since and major investment not just in parks but public health and public safety. i think it is a important story and this can the bed rock of that 10 year plan and our own bond planning is a lot of careful dulibative planning and expectations we create during the planning of the projects and during the campaign and attending to the dlivy of those projects making sure that the expectations established in the public whether through task force like the playground task force or bond planning process those are clearly spelled out, that agreements are articulated and we monitor the implementitation of the promises. we continued to do that and now have over $300 million in investment we continue to manage and now we look towards 2018 as the placeholder for the next general obligation bond. that being said, the plan is flexible, it 10 year plan and we do expect there to be conversation whether the bond occurs in 2018 or 19 to accom

granted, it is serious second city but much of the -- syria's second city but it is taken on a strategic symbolic importance. it we do see a level fall in the next couple days, that will be a serious defeat for the rebels. brent: as we saw in that report we have thousands of people who are fleeing, trying to escape the city. how are they getting out without any safe corridors? simon: with great difficulty is the unfortunate answer. we are gearing reports -- hearing reports that there are restrictions on people being let out by those militias within aleppo. i think that highlights the complexity of the situation. is not just a case of lots of innocent people inside the city. there are also violent extremists who are not necessarily going to let everyone leave. it is a hugely complex situation and it is a humanitarian disaster right now. people are struggling to leave and there are not really any safe spaces for them to go. even if there were, there would not be the trust for people to have to go to them. it is a real mess on the ground. brent: and the un security council -- we have been h
