fox 29's jeff cole has been following the governor's butch address and joins us now with more. jeff. >> first budget as the new governor. it's an ambitious first budget plan for the democratic governor $4 billion in hire state income and sails tax that is would help support new spending on schools. his budget proposal would cut property taxes part of an overhaul he says to public education and to its funding system. in his 33 minute speech today wolf also talked about plans to raise pennsylvania's sales tax from 6% to six-point 6%. it would be the first increase he says in some 50 years. taxes would also rise on natural gas drilling, cigarettes and banks but overall the governor says his new budget would improve public schools operate a better -- create a better business environment and make the state's tax system fair. >> there is no reason why we can't have the best schools. there's no reason why we can't have the most dynamic economy. there is no reason why we can't have the strongest middle class. the idea of pennsylvania is the idea that all things are possible. and if we
