i would like to feel somewhat placated by supervisor dufty who have probably seen more of these before us, but i am nervous about our ability to close the gap. i would like to motion that we continue -- in two weeks -- i think it would be great next week. supervisor campos: before we do that, i want to complete the remainder of the presentation, items 5 and 6, and then give an opportunity for public comment. i do think the suggestion is a good one, to make sure that we come back as soon as possible. next week makes sense. in terms of mechanics, when a presentation is made to the committee, there should be sharing of information, discussion prior to the committee meeting between the staff and two agencies. i do not think that will be affected in terms of advocating for funding if we are not on the same page. i think we have to put our best foot forward, and that requires communication and collaboration to the maximum extent possible, and it should not take a committee hearing to make that happen. commissioner david chiu. supervisor chiu: thank you for the suggestion. it is a good one. i

the first is a companion piece of legislation introduced by supervisor dufty. this would create a new process for the public food vendors on the right of way, in this jurisdiction. this does not amend the planning code and this is not before you. this will go to the board of supervisors with the peace that is before you. to describe this, the companion legislation is amending the public works code to move the jurisdiction from the police department wettest currently resides, to the department of public works. they would apply to the department of public works for the streets or sidewalks, and this would be granted after they make certain that these locations are appropriate. and that they meet all of -- and that they meet all of the requirements. and it would make a requirement for the businesses within 300 feet that allow these businesses within 30 days of receiving notice to reject for whatever reason for these permits. and then this comes to a hearing before the permit office. if i could set up a rational process between these issues, we are also working on

by 2012. commissioner dufty: and this is a large project? >> it is a large project, essentially replacing all the radio systems within the fleet. we are currently operating under a 1970's-based system. that said, the base effort of that program is fully funded and there are some out-year options that our options in the contract that are listed as whether or not -- sort of enhancements -- to the system. if the agency would like to move forward and assign those options to the program. $10 million was assigned to this option effort. because of the deferment of these options, it will not have an effect on the overall delivery of river systems. the agency is proposing to move forward to defer some of these lower priority out year options to central subway. commissioner dufty: is this something that is future, down the road? >> it is currently approved under prop k under the radio replacement project. before you is the proposed central financial plan showing the additional capital funding, and demonstrating a fully funded central subway financial

he will be missed by his children his grandchildren and his family and friends. >> supervisor daly is not in the chamber. supervisor dufty: i have introduced an ordinance that relates to the path of gold and rainbow banners that hang on the street fixtures. that measure hopefully will be referred to the city operations committee and we will be looking at the replacement of some of the banners that are on market street. colleagues, i would like to submit an in memoriam on behalf of joseph medina, the fire chief, on behalf of the entire board. he passed away on october 26 at the age of 75. he grew up in san francisco. he attended local elementary schools and graduated from galileo high school. he went on to serve for two years during the korean war as a member of the marine corps. afterwards, he studied fire science at san francisco's city college. in 1962, he joined the fire department and work of the ranks. he was promoted to lieutenant in 1970, captain in 1973, a battalion chief in 1977, and assistant chief in 1982. he was appointed to position of file -- fire marshal and in 1992 named head of the department. he retired
