jeffries: it's an honor and privilege to stand before you today to formally introduce our spectacular new dccc chair susan delbene. before i introduce her, when you think about the context we are in right now politically, having come off historic overperformance in this most recent mid-term election, we are primed to take back the house of representatives in 2024, falling only five seats short. why did we perform in a historic fashion in what was expected to be perhaps a wipeout for house democrats. our colleagues on the other side of the aisle consistently predicted a red wave and suggested we might lose north of 60 seats as was the case in the mid-term election during president obama's first term in 2010. why did democrats historically overperform? first, we have extraordinary candidates, both front-line members and incoming red-to-blue candidates who will be members of congress on january 3. second, we had a clear vision for the future. house democrats fight the lower cost, better paying jobs, safer communities . house democrats will put people over politics. third, we had a tremendous track record of accomplishment to back up and validate our vision for the future and our vision to make life better for every day americans, from the very beginning of this current terms, democrats have been getting things done and the american people recognized that. the american rescue people. shots in arms, money in pockets, saving the economy from a deep recession. creating millions of good paying jobs, fixing our tunnels, roads, mass transit system and ensuring high-speed internet access in every single. gun safety legislation. for the first time in 30 years that will save lives. the chips ann science act bringing manufacturing jobs back home to the united states of america and investing in science, technology, engineering, math and education so the american people have the skills to succeed in the 21st century economy and of course the inflation reduction act striking a blow, setting the climate on a sustainable, strengthening the affordable care act and driving down high price of prescription drugs for millions of drugs, a vision for the future, lower costs, safer communities and putting people over politics and a track record that backed it up. and of course, the final piece of our historic overperformance related to the contrast that we successfully articulated to the american people. democrats delivered for every day americans versus extreme maga republicans. we believe in a woman's freedom to make her own health care decisions, republicans are extreme on abortion care. want to oppose a nation-wide ban, criminalize abortion care to tens of millions of women throughout this country. democrats believe in social security and medicare, republicans are restraining on social security and medicare, want to blow it up in five years and default on our debt so they can destroy social security and medicare and hold the american people and our country, extreme maga republicans and democrats believe in democracy in this incredible project here in america that has been with us north of 2 45r years, greatest democracy if versus republicans many of whom who don't believe in democracy anymore. clear contrast between democrats who deliver and extreme maga republicans. we are optimistic. ready to work together to find common ground to solve problems whenever and wherever possible and prepared to seize the majority in 2024 and ability because of amazing dcc chair. susan was a successful red-to-blue candidate and won that seat. she didn't hold the seat as a front lifeline candidate. even in a tough year for democrats in 2014. based on her ability to the service she provided to her constituents, back in washington, she didn't put that tough seat out of reach. her own personal experiences qualify her at the highest level to be the dccc chair at this point in time. and when she put that seat out of reach was a leader within the dccc as a front-line chair, successful in 2018 when we won the majority. front-line chair and finance chair subsequent to that as we held the majority. and she is incredibly well qualified for this job and political insights and wisdom which has manifested itself throughout her journey in congress was also sharp and keen when she spotted our ability in a district in washington that no one saw as an opportunity and dove in and made sure we toughed seat and supported an amazing member. susan delbene is the right leader at the right time with the right demeanor and incredible skill set and right expense to lead democrats to victory in 2024. the next chair of the democratic campaign committee, susan delbene. deep deep i get to call you leader and i'm honored to be with you and my it is my honor to be appointed as the next chair of the dccc. leader jeffries and i came to congress together which is a long time ago now and honored to call you a friend for many years and we served on the judiciary committee when we came early on, too. i support your support and faith in me and look forward and look forward to the full support of the democratic caucus and time to get to work. i'm excited to get to take on this role and it is a challenging role and incredibly important, important because it's about electing more democrats to the house and also about delivering for american families and delivering for our economy and communities. sings i first ran for congress, i have run as a work horse and not a show horse, but that's who i am. when i first won my seat, it was after the redistricting in the 2012 cycle. the washington redistricting commission, one of our co-chairs of the redistricting was one of our senators who served on the commission and he talked about the 1st district which i represent now as the most evenly divided district in the country. it was the place where there were going to be many different points. i was a red-to-plus candidate and front line candidate and i know what it is like to compete in a hard district. my district has been a very diverse district and cult tallly diverse and economically diverse and politically diverse and i know that whatever you decide, someone is probably mad at you. but the way i approached this seat was to listen, was to listen to everyone and to learn and realize you can learn a lot from folks who may disagree with you and find out in that disagreement you found a lot of common ground and allowed me to have support of voters and i think that that process not only makes you a better candidate but a better legislator and you understand why people may have a different point of view and look for the best solutions. one of the things i hear universally, they want to see government work again and that's the approach i took when i was chair of the new democrat coalition and we were focused of getting legislation over the finish line. and that's the model that democrats can win on. we continue to make frog progress and to do so and get critical legislation passed into law, legislation is key to making that happen. we knew going into this we were facing strong historical headwinds. democrats held back this republican red wave . this means democrats will have an unworkable majority. but puts democrats in working in a strong position to go take back the gavel in 2024. thanks to the work of members and some folks across the county and leadership of sean patrick maloney who focused on delivering for families and communities. and that is in sharp contrast what republicans which is grievancees from the 2020 and extreme rhetoric. there has been air danger to our democracy and despite to a stronger start, we will hold the speaker's gavel. i look to get us there. it is a team effort. i believe strongly in making sure we build strong teams. this is a team effort. the strength of our effort is diversity of resources and we have one clear and united goal. we are going not only to defend our current seats and expand our map and take back the majority. we are going to do this because the american people agree with us and want government to work for them and make sure we are solving the problems. they don't want chaos or fighting what they see from the other side. we can make a difference and make this. and thank you, hakeem, we have a lot of work to do and excited to turn it over to our incoming whip. mr. clarke: thank you so much. i am thrilled to be here with the fighter for worker families to lead us to victory in 2024 and that is susan delbene yes. susan knows we cannot take our eye off the ball when it comes to solving america's greatest problems and improving lives. and she knows what it means to all out extremism and keep the focus on american families and helping them meet the challenges they face. and there is no better example of that than her advocacy and commitment to the child tax concrete, a policy that helped families and our economy recover from the pandemic and cut child poverty in half. she also knows that the agenda that the republicans have put forth is a real danger to american families, whether that is further elimination of reproductive freedom, to cuts in social security and medicare. i am thrilled to partner with susan and this entire leadership team and our caucus to be able to secure the wins necessary to return to the majority in 2025. thank you. mr. aguilar: i'm pleased to be here to add my voice to those who are congratulating susan delbene and speak to what policy maker she is and how help flful she has been on the child tax credit, putting families first has been her agenda while being here in congress. we have been in the new democratic coalition. i have seen her lead a group of individuals towards a common purpose. she will help this organization. she is the right leader at the right time and i am so thrilled to be able to help her in mobilizing the democratic caucus to put people over politics and advancing a pro-active agenda. all of us up here know what it is like to come up short. i lost a race in 2012. we know the importance of a couple hundred votes. we know what that means on delivering for the american public. we aren't going to take our eye off that ball. we will protect democracy and deliver for the american people. leader jeffries to answer your questions. [indiscernible question] mr. jeffries: at this moment, we need answer from george santos. his whole life story made up. and he is going to answer that question. did you perpetrate a fraud on the 3rd congressional district in new york. he appears to be in the witness protection program. no one can find him. he is hiding from legitimate questions that his constituents are asking. about his education, about his so-called charity, about his work experience, about his criminal entanglement in brazil, about every aspect that appears in his life. it's also apparent to me that george santos has perpetrated a fraud in terms of his use of delivering for the people of nassau county. he pretended to be a moderated. and played footsie with white supremacists and election deniers and those who seek to overturn our democracy. we'll see what happens on january 3. it's an open question to me whether this is the type of individual that the incoming majority should welcome to congress. that's a question for kevin mccarthy at this point in time. [indiscernible question] mr. jeffries: let me yield to congresswoman delbene on what it looks like moving forward. deep deep i wanted deep deep and get all the information and we know there are seats that biden won and those are clearly targets and clearly have a seat here in new york that is clearly won that would be a top priority as well. we will be on offense and want to defend our incumbents and that is work that we will be looking into as we get started and as i get started in this new role. [indiscernible] ms. delbene: , one i think is listen is incredibly important and i want to listen to our incoming front liners and have a relationship with our front liners and a lot of new front liners who came in who are candidates i worked with this last cycle. but this is about talking to folks. even districts that are close to each other can be very different and the campaigns are very different and understanding we have great diversity, diversity in our candidates and their styles. and listening is number one and getting feedback we get from throughout the caucus and taking the knowledge we learned about best practices and ensure suring and there is a lots of opportunities to engage folks across the caucus. >> i'm curious -- [. [indiscernible question] mr. jeffries: there is a micro political climate that existed in new york having to do with a lot of the dynamics around the governors' race and lee zeldin being strong in nassau county and hudson county. and there is a race to assess what happened, what happened and what can be done and articulate an action plan. and i'm confident that our dccc chair, susan delbene. will be working with parties across the country as it relates to the map moving forward. and i want to yield to my colleagues on all of this is that the threat posed to the nation by extreme maga republicans was well understood by the american people all across the country, even in new york and california, where the democratic governors won re-election and in both states we retained our super majorities in the state legislature. some work to be done at the congressional level, we understand it. outside of that in state after state after state, we saw election deniers and secretary of state candidates who were extreme maga republicans, go down in flames. we won important governorships in pennsylvania, in wisconsin, in michigan, in new mexico. flipped some gubernatorial seats in thetheast and including in maryland. one state legislative bodies like michigan and flipped the pennsylvania house. in a year where everyone was predicting a red wave. we had extraordinary candidates and we had a vision for the future, people over politics, we had a track record of accomplishment and we had the contrast of extreme maga republicans and look at what is happening right now. house republicans are attacking senate republicans, senate republicans are calling house republicans silly and immature. the leadership situation is in chaos. marjorie taylor greene is fighting with lauren boebert and george santos is appearing in the sequel "catch me if you can." and it's not even january 3. chaos, confusion and chaos versus democrats who deliver for the american people. [indiscernible question] ms. delbene: as leader-elect jeffries say, look at the plan, not only what is going on today but the plan they have put forth. one of the first things they want to do is undo the inflation reduction act. in january, we are go to go see a $35 a month cap of insulin go into place. they would like to undo the historic investments in helping address climate change and making sure that we are not only building climate resilience but creating great green-paying jobs and becoming a global leader in green technology. that is just the beginning. national abortion ban. cutting social security and medicare. so as long as their extremism continues to be a threat to our economy, to our families and to the fundamentals of our democracy, you bet, we are going to define them by their own chaos and undemocratic values. and so we will stay our course, staying our course, creating great paying jobs and making sure we live in safer communities and we will see what the sicker us has brought to town. mr. jeffries: we will run and win on the legislative achievements that have happened in this 117th congress and the biden-harris administration. as representative clark mentioned, that is going to be the cornstone of the legislative accomplishments as we implement these important pieces of it's not lost on any of us that donald trump and marjorie taylor green are kre kreutment for the republican party. election deniers on the ballot. that's who we're running against. our job is to highlight that contrast. thank you. >> i think it's highlighting that contrast and holding them accountable for what they're doing and what they're preventing from happening. all the legislation we talked about we were able to pass this congress. folks wan stability and predictability going forward. the investments we made in infrastructure, for 10 years. that makes an incredible difference for people to plan. another reason i think it's important to have the child tax credit in place permanently so people can plan so families can plan going forward. they're not -- i said this earlier, they're not about helping families, they're -- they continue with this chaos and rhetoric and not focused on the issues families and the american people care about. that's our goal, not only to continue to fight for that but to hold them accountable for their actions. reporter: any appetite for redistricting in new york? mr. jeffries: i think we're preparing for the transition to the new legislative session, that's also taking place in albany, supporting everyday americans, being prepared to point out extreme imon the other side as well -- extremism on the other side as well but with a focus of continuing to deliver real results economically and in terms of quality of life issues for everyday americans. i think there were questions -- kevin? reporter: what are your initial impressions of what happened in new york, hudson valley and long island? ms. delbene: i can't speak to that until i talk to folks and get more information. i'm happy to respond once i have time to talk to folks irk haven't talked to folks yet to get feedback. that's my first job. reporter: did someone drop the ball? ms. delbene: my job is to take us forward and learn what we can from this past cycle and to build a strong team and take back the majority. reporter: we've seen the collapse of f.t.x. under sam bangman-fried, any thoughts on how the democrats generally should consider vetting future large donation to avoid similar circumstances going forward? mr. jeffries: i think it's always important to re-evaluate practices so we're proceeding in the most efficient, effective, and equitable fashion. the democratic party has had appropriate mechanisms in place but there are always unexpected developments, as was the case with sam bankman-fried. i think the more important observation for me is that subsequent to these developments, the dtrip in consultation with the relevant authorities has set aside any contributions, put them in escrow, and we are awaiting further instruction from those relevant authorities as the investigation proceeds. reporter: question for congresswoman delbene. any lessons from the last presidential cycle in 2020, when democrats fell short of expectations and lost seats? and do you think that -- if president biden runs again will he be an asoant the campaign trail? ms. delbene: first of all, as we look at -- as i engage with folks in the dccc, we should learn from all the information in the past, and we should realize that going forward, we have new scenarios, we have gone through redistricting, we have the opportunity to continue to recruit exciting new candidates. and we have a strong message to run on. we have a lot of great work that's happened this congress and we'll continue to fight for policies for families going forward. so there is a huge opportunity for us in conjunction with the white house, with our -- with colleagues in the senate, to again work for family, move forward. so right now, my job is to listen, to learn, and to help us develop a strong strategy going forward. reporter: this is for leader-elect jeffreys. house republicans have delayed setting up committees until the new year. is this affecting democrat's ability to organize ahead of next congress? mr. jeffries: let me answer that question briefly and then refer to the incoming chair of the democratic house caucus who is leading the effort to organize. but we have continued to take steps to prepare for the 118th congress in terms of getting our full leadership team together. steering and policy has also met over the last week or so. with regularity. to begin to recommend the top democrats for the committees moving forward. there will be one contested election. tomorrow. that incoming chair pete aguilar will preside over. so we are doing our work and hopeful that our colleagues on the other side of the aisle will get their act together sooner rather than later so we can take the final steps necessary to fully constitute the committees in the next congress. >> as the leader mentioned, tomorrow we'll have a meeting of the house caucus where we plan to finalize the ranking members for committees. we have constituted steering and policy at this point. we're awaiting the ratios. let's be very clear about where we're at. we're in the position that we are in because leader mccarthy wants extreme loyalty from his potential committee chairs, and he doesn't want to engage on the committee discussion because he isn't quite sure how many promises he's going to have to make to count to 218. and so that's why we're in a wait and see posture. but the democratic caucus, from an organizational standpoint, is ready to act, ready to put new members on committees, as soon as that's finalized. >> thanks, everyone.
