c-span: what school? >> guest: a little school called american baptist theological seminary, the college of the bible. i was studying to become a minister. and so it was a big city. it was--it was the--the biggest place i ever lived. i had my own bed for the first time, had my own room for the first time 'cause as a child, six brothers and three sisters, i had to share a bed with my brothers with many of us in the same room. but going off to school, i had--it was a s--degree of independence. i was on my own. and i think i grew up overnight. c-span: was it an integrated school? >> guest: we had, at the school, white professors but no white students; white administrators, white staff people, but no white students. c-span: in 1957, or even before that, what could blacks not do that whites could do in the south? >> guest: i--in 1957, the south was still a very segregated place. i saw--when i traveled to montgomery or to birmingham or to nashville or to atlanta--i saw the signs that said, 'white men,' 'colored

c-span: why? >> guest: well, that's an irony that the people who do the short-term goals may not be looked at as well by historians who might be more concerned with the activity in the administration, even if the popularity was low. >> guest: we should note, you know, you asked why we used barber. it's very difficult to study the presidency in a systematic fashion. sometimes we can, and historians may put too much emphasis on the particular individual and miss the processes and the institutional structure around the individual and all the dynamics there. each administration seems unique, and we can thus be led to look at the trees and not see the forest, or reverse that if you'd like. we've tried to look at this systematically. barber tries. he tries to give this a systematic basis for examining the president by systematically evaluating their past. we try to provide a systematic interpretation by using comparable data across administrations, to try and arrive at, again, a systematic judgment of t

i want to thank c-span. is it possible? >> we got the point, tom. >> basically, in california, we have a couple of requirements. they have different emissions standards. they are requiring the love three standards and zero emission mandate. the zev mandate. they are looking at making changes of that to increase the number of vehicles that fall under that category. certainly it is challenging because the best way to be able to do that right now is with electricfication. we don't have a plan right now on our trucks. it will be challenging. at the same time, we are part of the one national program for fuel standards. california has worked closely with epa to have one national standard that goes across the whole country. that is extremely important to us. so we are always trying to balance the requirements from an emissions standpoint and the zev mandate with the fuel economy standpoint. it is challenging. we do participate in the discussions. we tell them what our capabilities are. at the end of the day, it is what the consume

flipping through c-span and i saw it. i stopped to listen.ng the issue. a lot of politicians do not want to speak boldly about that because the ruffles some others. this is a band that spoke boldly about something he believed in regardless of the political peril. i watched his career since then and i have watched him make decisions that were sometimes politically unpopular. he made them recently, including friday when i was talking to him about an issue. i said, that might not go over so well in our state. he said, that is what i believe and that is what i will say. do you know how rare that is in tallahassee and washington? we need a man who will stand up and do the right thing regardless of political consequences. we have seen enough politicians that will pander to various elements. not creek santorum. i am a legislator. there are things i would like to take back, believe me. but, you know, in this election, one of the most important issues that we have to face is the intrusion upon our liberty in these health-care mandates. let's face it.
