c-span: your mom is with us. i want to know what she said to you when you called her and said i want to be the library of congress. >> guest: she said your grandmother was right, my grandmother always said, career library, i never thought -- my nickname was squirrel. i like to books but, good, she is going to be a librarian, she has no musical talent. she was still amazed. to think my love of books and all of this turns into something that required her to hold the lincoln bible and have me sworn in. c-span: now that you brought it up sitting on the table, the lincoln bible. >> my mother was very nervous about holding the lincoln bible. it symbolized so much not only to our family but what it meant and she was very nervous about that because -- this was something that a person used that you respect so much. that connection, i have to say is something i hope i will be able to do even more of to connect people with history, digitally and make sure they understand real people. c-span: how much do you read? >> guest:

c-span: dr. carla hayden, can you remember the first moment that you were asked about being the librarian of congress? >> guest: i can remember that moment because i was surprised. i had been advising and consulting because this was an opportunity for the library community to weigh in, basically, on what would be needed for the library of congress going into the next few decades. so my name was put forward as a person that they should talk to. and that went on for a little while, and then i was asked would you consider being considered for the position yourself? and it took me back a little bit. and i had to then think about what i was currently doing. really public service in a state that had the public library be the state library -- c-span: baltimore. >> guest: baltimore and maryland. so this was a situation, and i had become a baltimorean and was really working on so many issues, and i had to think how can i go from serving a community to serving the country? and what contribution could i mak

c-span: okay. let's say they can't travel hereafter but you have all of this digitized already online. how do you figure out what is there? >> guest: that is where the power of technology really helps, because the library's web site should be able to direct you almost in the same way. so you're going to search, going to type in what you're looking for. and you will get a response right on the screen. so i'll be very -- here's another getting in the weeds aspect that i'm excited about. making sure that the web site is just as responsive almost as you talking to a person. and getting that. that people won't be in the technology wilderness. c-span: at your confirmation hearing the subject of the congressional research service came up, and there seems to be a quiet movement afoot that the public ought to see the product that -- what it is -- 700 people in congressional research members produce for members of congress. what do you think? have you studied that anymore since your confirmation? >> guest: a

eastern on c-span, the c-span, the c-span radio app and c-span.org. this morning, we're joined by robert rector of the heritage foundation, and olivia golden of the center for law and social policy. we're having a discussion on the new report on poverty in 2015. olivia, we'll start with you. that report showed the largest single year decline in the poverty rate since 1968. total poverty number of people in the united states in poverty now at 1999 levels. we'll go into the details of that report. but what do you think are the biggest reasons for that drop? guest: the big headlines, as you say, is improvement as a result of the economy reaching across a large swath of americans, the economic recovery. in addition to overall poverty dropping, child poverty dropped, which is something we follow in particular from about 21% to just under 20%, so still one in five kids. so a big reason the economy, the economic recovery is reaching a much larger share of americans. there's also a lot of good yuse in that report about public programs, the accompanying report
