[video clip] >> at the same time as we grapple with the opioid academic -- epidemic, we are in the midst of a national reckoning about racism and mass incarceration in america. more prisoners by far than in the country. this is due to our failed war on drugs, which disproportionately targeted people of color. while the majority of the legal drug users and dealers in -- the illegal drug users and dealers in our country are white, the vast majority in prison for drug offenses are african-american or latino. that's a fact. more than three decades ago, congress responded to the dramatic rise of the use of crack cocaine by dramatically increasing sentences for nonviolent drug offenders.
