a four or five-day c.r. or maybe a one or two-week c.r. would allow the immigration groups to keep talking. if they could come up with an agreement, even if it's, you know two of the four issues they're talking about, you know, it's not inconceivable that something like that could be tacked on in a couple of weeks and they could pass some kind of longer term spending bill. that is about the only thing here that a four or five-day c.r. you avoid the political damage for now and it buys you time to keep talking about a whole range of things. host: this meeting popped up, it wasn't on anybody's schedule, it popped up in the middle of the day. any idea who called with to set up the meeting? guest: reportedly, the president invited senator schumer to the white house to start the conversation. the president wanted to, the president has a big fundraiser planned this weekends a maher law ghow down in florida. -- at mar-a-lago down in florida. all indications here are the president would like to make that, he isn't going to leave tonight as he hope

of course, they propose yet another fourth c.r. -- it's only a c.r. that they would prefer to vote for. we hear them talk about tax cuts for the wealthy. the national institutes of health, opioids. this congress has done marvelous work for this pressing opioid program. medicaid has been mentioned -- medicaid, mr. president, is a mandatory program, has nothing whatsoever to do with the year-to-year appropriations bills. we just heard every reason in the world other than the reason that the national press has pointed out. this is an immigration dispute that doesn't even ripen until march, and our friends have refused to give us 60 votes to bring that to a close o i wonder why that is. could it that be our democratic friends are beginning to realize that shutting down the government over an immigration dispute is not turning out to be a winner for them? it may be that they've read the most recent cnn poll. that poll showed 56% of americans saying that approving a budget to avoid a shutdown is more important than continuing the daca program. let me repeat

that's longer than i would like, but it's shorter than a four-week c.r. also, we have an agreement that the majority leader has just announced that if an agreement on immigration has not been reached by that time, that the majority leader, using his discretion and his authority as majority leader will move to immigration, and that at that time we can deal with the daca issue and broader immigration issues generally. that moving to immigration my understanding is and i believe the commitment is not to prejudice one bill over another, but anyone can bring forward their bill. there are several of us who have been working on a bipartisan bill. i believe we have seven republicans and seven democrats on that effort right now. that legislation certainly will be considered, as will other legislation, as it should be. i think the senate should act like the senate. i just want to say that there has been a lot of rhetoric over the last couple of days about whose shutdown this is, who should have the blame. there is enough blame to go around. i hope that we can move

that's a bad message to assume and that's the problem with c.r.' what we call regular order, sit down, pass appropriations bills, give the men and women in uniform, give the government employee, give the people that rely on our safety net some certainty. that's the failure of our job. that's why i support a bill senator heller is proposing. it's called no budget, no pay. i think we should stop the senate members, the members of the house should not get a paycheck when they fail to do their job. doing their job means you pass appropriations bills, you pass a budget and you do the job that you swore that you would do if you won a race in the united states senate or u.s. congress. i hope that bill gets a debate on the u.s. floor. i look forward to supporting it when it does. let's go back to the c.r. it's pretty simple. it's four weeks long. all it really does is make sure we have funding for our service members and make sure we have funding for our veterans. it makes sure we have funding for a child program, the chip program. it actually authorizes i

instead, republicans have turned this c.r. into a tax bill that has provisions that didn't make it in the original tax plan. while this legislation does finally re-authorize the children's health insurance program, it abandons our community health centers where parents take their children to get the care that they need. make no mistake, this bill will cause layoffs at clinics, which means fewer people in my district, throughout minnesota will get the care that they need. mr. speaker, the republican party has total control in washington, but instead of working for the american people, president trump and his allies in congress are ignoring them. minnesotans and americans deserve a better deal than the one that they're getting from this republican congress. it is time for president trump and the republicans to end the chaos, to truly work across the aisle to find ways that we can fund this government responsibly and address our national priorities. mr. speaker, i yield back. the speaker pro tempore: the gentlewoman from minnesot
