[no audio ] >> if you are just joining us, we're talking about a tropical storm. it mad per-hour winds. it's down to 70, so that makes it a tropical storm. infact, nditions are improving for tallahassee and worsening, in fact, for us. upwards of 800 lightning strikes. this is torrential rain on with the lightni as well. the problem here is, we're not we're going to continue with it for the next few hours. these will have downpours that will put down 1, 2, 3 inches of rainfall in a short amount of time. this is what we had to deal you go back to wednesday when this event occurred and some areas are pushing to inches. -- areas are pushing 20 inches there's the moisture that continues to move in and along with that, frequent lightning as well nap is rainfall that is making additional power outages. we've been talking about the thousands of folks without power. 35, 40 mile-per-hour gusts. you can go in a little tighter and you can see 50, 55, which is what i'm looking at. heavy rain threa

first let's check the forecast with ivan cabrera. new information on the latest tropical storm. >>> making number three so far this season. colin, hermine. this one won't have as much impact. nowhere near it. across jacksonville, the latest advisory from the national hurricane center, it's just a big rain event. 40 mile-an-hour sustained winds. some wind gusts across the coastal area of georgia and south carolina but really it's big rain.

ana cabrera is live in tulsa. ana i know you talked to the attorney for betty shelby, the police officer who shot crutcher. what did he say? >> well, he is saying they're anxiously awaiting the results of the investigation done by the police department here. of course, that's the criminal investigation into whether the use of force was justified. he tells us his client, officer betty shelby, did an interview the local investigators on monday and he's hearing their criminal case could be wrapped up as soon as the end of this week, turned over to the d.a.'s office so that's a little bit on the timing. he said there's a lot not on the video, the video that caused so much outrage and sparked the department of justice to open up a civil rights investigation where you see terence crutch we are his arms up as he's walking away from the officer back toward his vehicles. what we've learned from the attorney is officer shelby happened upon terence crutcher on that fatal night. she was responding to a domestic violence call

. >>> ivan cabrera joins us with abc action news forecast. florida's most accurate forecast. >> yes. >> don't leave us hanging. today. this morning we're dry as we start a monday. rainy monday morning, would be terrible, we're not going to have that but a rain monday afternoon, we're talking about more rain chances coming back. certainly not in our dry season yet. we start to get cold fronts moving through and cool air. not soon though. we're in the upper 70 to low 80s. feels warm, feels humid and it will be hot this afternoon once again with temperatures around 90 degrees. those heat index values or the feels-like temperature climbing well into enough cast puts this in motion and you can see cloud cover bubbling up so by lunchtime we're seeing that, a smattering of showers but will take the afternoon heating to get the thunderstorms going. thunderstorms don't steer themselves. we depend on upper level winds and what is happening with the atmosphere. so very weak steering currents. what that means for the thunderstorms that do develop, they w

janelle martinez, ivan cabrera and weather. >>> not much going on. it's a good thing. checking with live drive -- as far as weather is concerned, a couple of showers. zooming in closer, in fact we're back here and checking in on the titan doppler radar and you can see we have those morning coastal showers we've been talking motion and you can see it's not making that much progress but eventually looking at showers across palm harbor say around 7:00, 8:00. it's not going to amount to much. i don't think it will be as widespread. in fact as we've had it the last several days. we have dry air that will limit rain coverage so i think interior counties will see the most coverage. there it will be only 20% so mostly dry today, upper 70s to lower 80s. that dry air by the way is up above, several thousand feet. here below we're still looking at humidity.

ivan cabrera joins us with where the rain is coming down the hardest. >> that will continue to be the problem over the next several hours as we talk about the heavy rainfall. winds. so we are now down to a tropical storm. you would expect that as it makes landfall, it did so, of course, last night as an 80 mile-per-hour storm. this is the track as it heads away from us. as it continues to do so, our weather is getting worse because of the outer rain bands. we'll get to it at friday at 1:30. ten years we went without a landfalling hurricane. there it was at st. marks. that drought is over, and we take a look at the rainful that continues here with pockets of embedded lightning as well. frequent lightning, in fact, doing a little better in hillsborough and pasco as well. hernando and citrus, you are not out of the woods as we get the streams of moisture basically what we call in the hurricanes, a theater band, right? we had one with major impacts across the other and now we're patch. what do we have to our west? a gulf of mexico. so it's unlimited moisture here. so long as this band set

ivan cabrera standing by with florida's most accurate 7-day forecast. >> we're starting off quietly, to lower 80s along the coast and we'll get back into the upper 80s this afternoon. what we have is a westerly wind, that will favor the coastal showers that i'm tracking so far this morning. they will transition into inland thunderstorms. the temperatures through the week on average will be back in the upper 80s, humidity will make it feel a little warmer. of course we're still tracking the disturbance close to the lesser antilles, becoming matthew, a tropical storm, likely later today. mid and upper 70s now with dry one. notice we replaced now mid and upper 70s of a few weeks ago into the low 70s. titan doppler radar as far as any showers staying off-shore now, through the morning they will transition and continue to move further inland. we'll watch for that hour by hour takes us to 1:00 and then we're 88. rain chance 30% to 40%. hurricane hunters just flown and are on the way to investigate our tropical system. more on that comin roads. just a minor crash, follow me on twitter @tamp
