. >> kpix5 political reporter melissa caen has a breakdown of some of these key races and they are key. >> that's right. democrats have to pick up 23 seats in november to take control of the house. the spotlight is on the states holding primary elections today. here's a map of eight states holding midterm elections. california is by far the biggest with the most congressional seats maybe up for grabs and all eyes are on these seven california districts. these districts are represented by republicans in congress, but they all voted for hillary clinton in 2016. that indicates they could flip and send a democrat to congress. for example, district 10 in the northern san joaquin valley is one of those targets. it's currently represented by republican jeff denham. it has more registered republicans than democrats. orange >> i actually voted for denham. >> reporter: why? >> i think he's doing a great job right now. so far everything seems to be peaceful enough and usually i have a good feeling about how he does as a congressional representative. >> district 48 is another one to watch. that's

kpix5 political reporter melissa caen is joining us with a look at who could benefit and who will be hurt by that low number. >> that's true. so far the most remarkable thing about the absentee ballots is that they're unremarkable. some campaigns were expecting a big surge of young voters on the left, but that does not seem to be happening. statewide nearly 12 million mail ballots were sent to voters for this election. as of friday only about 2 million were returned. that's just 18%. that is pretty normal for a nonpresidential primary. the last one we had was 2014 and friday's numbers looked similar to that election. we're just not seeing an unusually high turnout or a big blue wave of democrats. 45% of mail ballots were sent to democrats and of the returned ballots 45% are from democrats. 26% of mail ballots were sent to republican, but they make up 34% of the returned ballots. so what these trends are also true in bay area counties. historically more republicans vote early and those early votes tend to be wider. that's what we are seeing this election as well. hispanic voters recei
