caitlin emma joins us. she is a member of politico looking at spending. the house moves on to a second spending measure, what is the price tag of this package? >> in this latest package it is $383 billion measure and it is the second combination of spending bills that the house is looking to take up. it includes funding for the department of commerce, justice, transportation, agriculture and a host of other agencies. last night we saw the house rules committee t up a whopping 290 amendments for debate. floor action on this second spending bill will start today and democrats have quite a list of amendments. you talk about the commerce department. one issue is the 2020 census. the question of citizenship has been in the courts and elsewhere. how does the commerce piece of that spending package address the citizenship question? guest: house democrats inserted language in the bill that would prevent the trump administration from including a citizenship question on the 2020 census. this issue is currently being deliberated by the supreme court, but house democ
