largely due to individuals who are coming in for medi-cal also being certified eligible for cal fresh which used to be called the food stamp program. we are adding staff to handle the increase load here. the governor has had a big rein investment strategy. the governor has proposed significant in enhancement to more rapidly enroll into cal works and jobs now. so this increased funding will help us to expand subsidized employment and more robust standardized assessment process. our family and children services which is our child welfare, child protective services is now funded through realignment and less subject to ebbs and flows to the fiscal situation in sacramento and has a dedicated revenue stream. the vehicle license program has grown and that program is supposed to grow as well. i know the committee is interested in over time spending. we are not over time spend ers. with that i know it's high level. i have been before you a number of times and the budget reflects a lot of what i represented back in april. >> colleagues, any questions? okay. hold on a second. we'll get to our bu

it was probably 20, 25 percent are not on cal works. the other sort of piece of that is they might be on cal works in another jurisdiction or county and they wan to be in san francisco. we would transfer that case from /twha*fr county they're in to ours so they could be case managed throw through our system if they intend to reside in san francisco. >> you're saying also generally that san francisco has better benefits. >> the cash benefits are standardized, but we have a much more progressive approach for families looking for self sufficiency. >> do you think for them to understand that they would have better benefits, they could voluntarily switch over? >> again, a family who had an intent to reside here you would think would want to have that case moved over to us if they happen to be on public benefits in another county. if they're not on anything else, we would talk through the range of things we offer. in addition, partnering with meta and others to talk through what we can offer and demystify what can be a complex process. >> if

cal works is not a barrier, but a positive and benefit for families. with that i'll conclude. >> how long does it take approximately for a family or individual if they're on cal works in another county to get their cal works transferred to san francisco? >> it's usually 30 days. >> during that time can they not get on the wait list? >> no. they can. >> okay. >> you just have to apply too, and that would initiate an intercounty transfer. >> i want to ask you a couple of points that are very important policy issues. i'm appreciative of the deaf cult position you're in. you have limited resources, you don't have the resources you need to address the needs of everyone. i understand what you're trying to do. one of the things that i do wonder is that if the intent when it comes to residency -- if the intent to reside in san francisco is sufficient, to establish residency, if you will, you can say actions speak louder than words. if someone is actually willing to live in the shelter system and put themselves through that process, doesn't that, in and of itse

on the cal works point -- i came out today as a matter of principal at hospitality house we have a single adult shelter and a residency requirement is not something we want to have in between people coming in the door to the shelter. i think we're lucky we don't have more families on the street, but for anybody that lacks stable housing that's still significant. in dph we have this principal that any door is the right door. i am a san francisco family residents taxpayer and i feel like i would hope that my taxpayer dollars are going to a system that welcomes anybody who wants to stay in a shelter in san francisco regardless of where they're coming from. also i feel like [inaudible] for twitter. they don't require -- documentation issue -- we're waiting for somebody's berth certificate in detroit that we applied for in january. it's important for us to address the supply. we need more resources for people, not de/kroes decrease the number of people seeking those resources. >> like most of the folks here really feel like this new policy is not the direction we want to be taking and i believ

the majority will get medi-cal and some will get cover california which is the new insurance program that the state is developing, and the number of insured would go down. that would reduce enrollment in healthy san francisco and [inaudible] in the past but we will keep healthy san francisco for those that don't qualify for aca primarily for the undocumented so healthy san francisco will continue to stay within the department. one of the challenges that we do have and we were at the hearing this week is that our state revenues are going up and down. from health insurance they will of course go up but large leer our uninsured moving to insurance through medi-cal but because of that the revenues that support the uninsured will go down so the waiver dollars will be reduced. our dish dollars, which are dollars that we are given for the hospitals will go down because now the federal government is providing more access, and realignment dollars that the state has given us for many years to serve the uninsured are going to be taken back by the state due to the fact that we have insured commu
