the expansion of medi-cal it truly is expanding the medi-cal practice. how it's doing that is it's expanding the coverage from adults to ages 64. where medi-cal eligibility used to be 128 percent of the federal poverty level. the expanded population of income eligibility is 80 percent. it's about a person bho -- who has $14,000 income versus someone who has 16,000 over expanded medi-cal. another way is there is no asset or resource limit which is a huge change. under traditional medi-cal you can only $16,000 over expanded medi-cal. another way is there is no asset or resource limit which is a huge change. under traditional medi-cal you can only have a $2,000 asset or resource limit which keeps the person below the poverty line all the time because they can never go over 2,000. on the expanded there is no limit. for the expanded medi-cal there is no link. before you had to be over 65 or disabled or maybe a link of a parent of a child. that is no longer required. in fact, the plan applies to individuals 19-64. anyone over is not eligible for the expansion

and expansion medi-cal. in other states that have decided to expand their medi-cal programs, they don't always match their two benefit packages. had are in california they have done that. that really cuts down on administrative complexity but it also opens up the world of long-term services and support for the expansion population. that means that individuals who receive the expansion medi-cal are also going to have ak isses to ihhs, in home supportive services program an long-term care. that is about the resource and asset limit. that's really important for people who are either get into expansion medi-cal and healthy when they came in and are going to have a need for services and maybe they weren't eligible for traditional medi-cal and because they are over the resource and asset limit and the income is over the threshold. now they are going to be able to benefit from the long-term services and support that are going to be available under the medi-cal expansion program. a note under the ihs program, recent

city holds financial value to help tap aisle all the infrastructure and create more funds to support cal train. there was several number one reasons including to connect the south of market and the bay front altogether. and to provide for spaces for off a and public amenity and a very transient area. this started and stopped because of the highly speed rail but we have now put the development on the rail yard for o of over $24 million. we want to evaluate some of the consolidation of the rail functions to move this idea along. at the same time we were grappling and face physical and financial issues related to the introduction of high rail services and the construction is planned they made us to come to the realization. each of those cal train promises are to build a part of the infrastructure within the landscape of the city. we're in a major turning point inside the city and have to take a step back to figure out how to build a good project in a holistic way not just to build some tracks to get from point a to b but seeks to improve the path which is the future of the city and a right

the purple shows the areas that would be necessary for continued operation of cal train. we - this project builds on two options and insure that the continued operation of cal train is affective within the area so the anticipated work is to understand the actual needs of fourth and king to g meet the dollars the size and a look at a phase in plan of redeveloping the area. and the fifth element comes about from the that other four elements. it's looking at the areas that are available for redevelopment and the new revenues associated with them. this slide shows a list of benefits if we were to get look at more development in the fourth and a king area that we can recorrect the neighborhood and create revenue for cal train both capita and ongoing and we might be able to plan for the sea level rise and itself compliment changes. specific to the scope of work taking those potential land use scenarios and understanding did zoning scenarios and figuring out the new revenues and the value capture associated with it. and with any good project theirs public involvement throughout

like the cal grant program. as well as for students who are undocumented who also are just as needy in terms of financial support to make it through college. you can now apply with the california dream act application. so we are able to support students in those two groups, as well as we have a new -- the legislature just recently passed the middle-class scholarship which is a new form of financial aid for middle-class families who have been priced out of college traditionally. and now, those families who earn anywhere between 101 to $150,000 can receive additional financial aid support. >> well that's great. because you do have a lot of families that maybe don't qualify to be considered extremely low income, but they're making as much as you would hope they would, so they're kind of left out. >> yes. so this has been a group of families and students who have not been able to access that financial aid because they just miss those income and asset requirements needed for the cal grant program so now any of those

the people with medi-cal, medicare are legible. at this point cms isn't funding medi-cal only. it is for people who are medicare a and b and who aren't through managed hmo. what it provides is when people go to a hospital a lot of times people get rehospitalized because they don't understand their medication and plan and they don't have the transportation, ihh s, you make the it. there is a lot of things that can be put in place to prevent rehospitalization. it's a great program and we've started doing in takes since april. although this program has been in existence for a number of years, but because of the expansion of it because of cms funding we have been able to extend our program. something that we are starting to do this month on going which is a really big deal in my world is we are piloting rather than doing the in takes in house at dos, we are slowly rolling out our intake services for hospitals directly. the reason why we do transitional care service in takes is because most, ihss meals when those are in place, that helps to prevent rehospitalization. so in partnersh
