they will be here for a while trying to piece together details of yesterday's fiery cal train crash. within the past few minutes, we get an update on their initial findings. sergio was at that briefing. what do we know? >> reporter: a lot of information that the investigators did share. they're trying to figure out exactly why a cal train with 75 passengers aboard crashed into some construction equipment that was on the same track. investigators say that train was traveling at about 60 miles per hour. the conductor, the engineer noticed the equipment was on his same track. he started with the horn and the team can manage to get most of the team members clear except for one person who did suffer some burns. today's briefing is the first from the ntsb team onsite. >> the work train, which received the collision, was made up of three vehicles. there was a truck and two equipment cranes which were working to install the electrification system for your new train system. >> reporter: throughout the day, men in helmets and safety vests inspected and took measurements at a site about a third

i think that we have cal perry still with us in ukraine. i want to go back to you on this question that has come up. and we've heard it in conversations here on this show whether russia is committing war crimes. this referral to the international criminal court to determine that very question. tell me more about what you are seeing on the ground, how ukrainians are telling you about what they are experiencing in the eastern part of that country. >> reporter: well, they are telling horror stories of indiscriminate bombings and shelling. and it does seem to be something that has picked up in the last 24 hours. people were keenly aware that this would be more than a possibility. you look at what they did in syria. and so people were sort of prepared for it. one thing to be prepared for it, but another thing to see it and live with it. and again, depending on how this goes, if russia starts targeting more and more civilian areas, partly their way of breaking the national spirit that exists here. i spoke to a young couple here to volunteer in lv

i think where cal is at, lviv where cal is at. this is the air field. you're seeing air strikes to the west. those air strikes are all about cutting off the supplies because the rest of the strategy is happening out here in the east. specifically, what we see is here in kyiv. if you looked last week, we were talking about the convey. the convey was breaking up but being reinforced. you saw them moving in and moving down establishing what we call battle positions. these positions are essentially designed to cut off supplies coming in from the west and ultimately from the south. bigger picture, though, i think what we're looking at is here in the north. this is the strategy of siege warfare that we've seen in mariupol coming in on advance. here is the thing. the ukrainian military is doing an amazing job of stopping the armored convoys but how long can they do it? russians trying to encircle and envelope the city to the south. they have to keep up the fight as long as possible. that brings me back to what is going on in the south. we were talking about wh

joining us now from lviv, is cal perry, msnbc news correspondent. as we just heard from richard engel's reporting, ukrainian forces have gained back some ground for the russians. what is the latest you are hearing about these counter offensives? >> so, this is, i think, an astonishing development in just the last 24 hours. it comes, obviously at an opportune moment for the president as he arrives in brussels, changing the dynamic of the negotiations and a possible cease-fire. on the eastern side of the capitol -- we are talking up here of now -- we understand that ukrainian forces have actually broken through those russian lines. as you said, actually pushing the russians back some 15 miles on the eastern side of the capital. on the western side of the capitol we understand that they tried a counter offensive but that the west russians dug in and made defensive positions, basically entrenching the positions and then shelling this a billionaire's. that is what we are seeing play out in the eastern part of the country. as you mentioned, mariupol has b
