going forward. i'll provide a brief update on what was reported to you yesterday from our district attorney michael ramsey but i will not take any questions about it because it is a pending investigation. it's under his office conducting the investigation. but he couldn't be here tonight. so as we told you last night, the officer-involved shooting that occurred on highway 70 last night is still under investigation butte county county officer-involved shooting protocol team. the shooting scene has been processed. the involved witness officers have been interviewed as well as the officers involved. dashcam video was taken during the incident. the preliminary findings consistent with the statements of the parties involved. let me state that another way. what is depicted on the video is consistent with the statements of all the parties involved. additional forensic analysis will be conducted of evidence and ultimately we need the autopsy results. the district attorney will provide more information when it becomes available. now i want to update you on our current status to develop, um, a list of people who are currently unaccounted for. as i told you we are refining the process and increasing to go through the information that we have and ultimately work to identify locations of those individuals or ultimately account for them. so as of today, we have accounted for 329 individuals who were on the list of unaccounted for persons. that number has increased by 102 as of today. as of tonight, the list that we be releasing of unaccounted for individuals stands at 1,011 which is an increase from yesterday of 380. i want you to understand, though, that this is a dynamic list. it will fluctuate up and down every day. and the list is derived from essentially three different datasets. first, people are now calling in to the call center that we established and we have more resources in there allowing us to increase the capacity of the volume of calls that we are able to accept. number two, people have emailed us information about unaccounted for individuals. we are now able to process those emails and add them to the list. third as i talked about last night, in the initial hours of this extraordinarily chaotic event that people were calling in, talking about people that they couldn't find or who were unaccounted for, that information was being entered as rapidly as possible by our public safety dispatchers into our records system. you can imagine the intense pressure that they were under. so that data is now being reviewed and mined and the information about potentially unaccounted for people is being pulled out and added to this list. that's a long arduous process because as the emergency was progressing, the dispatchers were trying to get as much information as possible quickly because of the volume of calls they received. i say that because i think it's important when you report this number, you should report it with context. you shouldn't just report the number. because it's misleading in terms of it. the information i'm providing you is still somewhat raw data. we find there's very likely the possibility that the list contains duplicate names and in some cases it's possible that the same individual is listed twice or more. often times someone will call in and they won't know the exact spelling of an individual's name. so it gets listed based on what they perceive the spelling to be. it's going to take time for your investigators to go through and verify those names and then ultimately be able to determine if it's the same individual or just duplicates and go from there. the reason i put this information out, though, without refining the data or going through that is because as i told you in the past, i can't let perfection get in the way of progress. it's important for us to get the information out so we can get started on identifying these unaccounted for individuals. so please, when you report this information, assist me in providing the appropriate context and explaining what's going on. okay? since last night's briefing, i again had the very unfortunate duty to report to you that an additional eight human remains were recovered from our search efforts today. that brings the total number of human remains located and collected at this point to 71. of the eight that were located today, seven of them were found in paradise. all were inside structures. one was found magalia and those human remains were found inside a structure. the 71 human remains that we have found, we have tentatively identified 58 of those individuals. and we're waiting on dna confirmation to be able to say conclusively who they are and then we are in the process of notifying the next of kin. as of tonight, i had two additional individuals who have been positively identified and their next of kin has been notified. they are paula dodge, age 70 from paradise. and randall dodge, age 67, of paradise. as i told you last night, i was going to bring some subject matter experts with me to explain a little bit more about our process of searching for, recovering and identifying and ultimately determining the cause of death of individuals who we are able to recover. and i want to bring these individuals up and have them explain that. but i do want to give you a report on what has been happening with the assistance of the sacramento county coroner's office. so to date, the sacramento county coroner's office has received 63 decedents. the number is 71, those eight bodies haven't yet been transferred to the custody of the sacramento coroner's office. that's why there's a discrepancy in that number. >> so you're listening to the latest update from cal fire and the butte county sheriff kory honea. on the death toll from the "camp fire" burning in butte county right now. and the news is grim. 8 more remains were recovered today bringing the death toll to 71. i know, of the 8 sheriff saying they are waiting on dna to properly identify them. two people have been positively identified and we'll give you those names of the two people who have been positively identified cal lutheran. cal state northridge is another school that is nearby. as is morehead college. >> that officer went in without regard for his own personal safety, he rushed in to try to help. some people have been asking why he did not wait for backup. that is the new protocol now. that is something that was put in place as law enforcement agencies no longer wait for backup because it gives the government time to play more victims. the new protocol is to rush in and go toward the gunman and try to neutralize that gunman as best as possible. that is what the officer was doing and it is said that he lost his life. but he was following protocol. they do the unthinkable. these police officers, it is not something that we would think to do. we have the instinct of running away and they are trained to rush in and stop the violence. and while he did not, survivors. >> it was a normal wednesday night. i was with my friend. we were talking to some people. we were in clear line of sight of the bar. and it looked like just another guy coming in. i i saw him out of the corner of my eyes. i thought someone was playing a shooting at the person behind the front desk. and after i got out, i warned a chp officer who is right over here, he moved in. and when we found him, ambulances started to arrive and shortly after, we saw four guys carrying another guy who was bleeding. and they look pretty exhausted. they carried him so they were yelling at us and he ran over and helps to take over. he had been shot underneath the left arm. >> this scene is horrific. they are keeping the media a couple blocks away in that area, a couple of the roads have closed down. they are all investigating right now, inside they are processing all of the information and they are telling the families first that their loved ones have died. it has been described as a slow and a methodical process. some families are still waiting to hear about the fate of their children and it will take time according to police to verify and confirm identities before they approach families. the process could take 20 hours. that would put this well into the evening before they ultimately can clear the scene. the investigation is unfolding with multiple agencies everywhere from the intercounty police to the fbi. and we will know more about the shooter and his motives soon. a 20-year-old ex- military marine member and neighbor say that he had ptsd. neighbors were called to his house for his erratic behavior about seven months ago. stay with us, we will be right back. you know when you're at ross and you find a deal on cookware that makes you say. yes! cal and stanford. cal was set to host tomorrow's game at memorial stadium in berkeley. the university issued a statement this afternoon announcing the game is being postponed until december 1st. this is the first time the bay area's biggest college football rivalry has been postponed since 1963, which is the day after president kennedy was assassinated. people are urged to stay indoors at this time but many have no choice. their job requires them to work outside. >> ktvu's christien kafton reports. >> reporter: one of those jobs we're talking about is cable car operators. the city's iconic cable cars they are being shelved. they are being parked temporarily over the weekend. the air-conditioning simply too poor, too, unhealthy to have those cable cars out and running. san francisco's iconic cable cars are off the rails leaving tourists disappointed. >> well, yeah. cable car was one of the main things. that's how we were going to get around so now what? >> san francisco's municipal transportation agency said air quality was too dangerous for the open air vehicles. >> in order to protect our employees and people riding the cable cars in these open air vehicles, we have stopped service and are providing bus shuttles on the cable car lines instead. >> reporter: there's still many whose jobs have them working outside. postal workers are still delivering. construction workers still building. street vendors still selling. and for the city's bike messengers pedaling up and down the hills, quick responses are critical. the smoke has dulled their usually sharp instincts. >> slow response to everything. almost like a laughing gas kind of or like as if i had been sort of, like, you know, spray- painting a room or something or too much exposure to some sort of, like, vapor like that? >> reporter: san francisco city leaders addressed the ongoing air quality issues saying first responders are on standby but so far no spike in emergency calls related to poor air quality. emergency management says the city still needs to provide critical services despite the unhealthy air. >> we are taking precautions with our own city employees and particularly those who work outside to provide protections. >> reporter: the masks that can be spotted everywhere in the city cab only do so much. -- the masks can only do so much. >> one of the things people ask me about is the masks. we want to say that these masks are no substitute for stay indoors . >> reporter: free to ride muni today, hoping to minimize the time riders have to spend outdoors. that's one of the reasons why museums throughout the city are offering free admission. that includes the de young, asian art museum and others. they are trying to make sure people have a place to go to get out of the unhealthy air. we can also tell you that the muni was free today. they made muni that those who a out there had a way to get around town. so a lot of effect still ongoing here in san francisco. for now, live in san francisco, christien kafton, ktvu fox 2 news. >> thank you. >>> those masks you see people wearing offer some relief. the n-95 mask. if you have to be outside, they are getting difficult to find. the ace hardware store in piedmont on grand avenue received a shipment of 3500 masks this morning and people quickly lined up for them. >> this air now is stifling because there's no wind movement. and that's day and night. >> shortness of breath a little bit. headaches. feeling out of it. >> there was a limit of 5 per person and the store says they sold out by noon. >>> san jose is dealing with bad air but not quite as bad as other parts of the bay area. the san jose unified school district angered some parents by keeping schools opened. local health experts feel it's safe to have students in classes despite bad outdoor air. >> we take our advice from the santa clara public county health department, air quality management, the county office of education. they have been working together to give us on advice on whether to stay open. >> san jose school officials say they have commercial grade filtration systems and that students are being kept indoors with internal air breathing recycled. officials say students may be in a healthier environment than in their own homes. >>> firefighters in butte county continue to make steady progress containing the fire that's creating the smoke. the "camp fire" has burned roughly 142,000 acres and is now 45% contained. death toll is 63. we'll have an update in the 6:00 hour. the fire destroyed almost 10,000 homes. there's now an urgency to the effort to butte county to move the thousands suddenly homeless residents to a more stable situation with rain on the way next week. ktvu's tom vacar spent the week up in the fire zone and he joins us live from chico tonight with more on that. tom. >> reporter: well, let me tell you something. think about this. it's been more than a week now and this catch here at walmart is kind of proof that this is already overwhelming local and state resources. hundreds of people descended in the old relief center in the old sears building at chico mall. this is where people can apply for all kinds of local, state and federal benefits and programs. but the real story is just across the street at the instant village next to and inside walmart's parking lot where we met a disabled veteran and his girlfriend. >> sleeping in my car for two days. we need to set up a tent and stretch out and relax. >> reporter: he has been fighting with the va to recover $22,000 withheld from him due to a clerical error. >> now we have the fire and i could use that check today. >> reporter: this place is a well intended citizen supported mess that mixes the long-term homeless with the new homeless. >> it causes tension between those two groups because you have the people without a home anymore feeling like these people who are homeless are coming to take what is theirs. >> reporter: the question, how long can this place be sustained? that's a question with no answer. >> these people need out of here immediately. this is a humanitarian crisis! >> reporter: this man lost his rental home. his employer's business also burned down leaving him jobless and stuck here for now. >> it's not going to last long here. it's not sustainable. the rains are coming. i can see all these low spots where it's going to fill up with water. i see a lot of trash over there. last night there's fights in the parking lot. i just don't think it is going to be sustainable. >> reporter: a pet groomer had her staff shampoo evacuee dogs yesterday for free but she had to come back today with baby masks to help humans. >> couldn't sleep last night. um, there was a little boy named eric that i came to find out this morning, um, that was looking at me, he is a year and a half old that he was in a car with no mask. >> reporter: and is eviction on the horizon? >> i heard one rumor or social media that this camp was going to be closed because homeless people had brought in guns and knives. >> there's a lot of rumors about them getting kicked out sunday. >> i'm not leaving. where am i going to go? i have no home to go to. where am i going to go? >> all you have to do is just care and be human. we are one. we are not meant to live like this. >> reporter: compared to the swiftness of the fire that consumed paradise, the fact of the matter is that this is a slowly evolving disaster pretty much on the same scale. tom vacar, ktvu fox 2 news. >> my heart breaks for all those families. they must be so devastated to have to be in that kind of situation there. you mentioned that the newly now homeless residents of butte county who lost their homes are mixed in with the already homeless people. what kind of shape is that camp in? >> reporter: well, the -- well, if you were to look over here, these trucks come in and what they do is they drop off supplies, clothing primarily. but other things like pet food and other things. it's all well intentioned but once those things get picked through, they just sit there. and the problem with that is there's nobody coming by to pick that up. there's a lot of trash thrown around here. and nobody comes by to pick it up. so what you have basically is a very, very large homeless camp at a store which next week has to start its holiday sales. so there is something brewing in the wind about all of this. but you know, after the rains, this could actually become somewhat post-apocalyptic. it's a very bad situation and we need to do something better for all of these people because at the end of the day, they are people and they deserve better treatment. >> thank you. tom, i have to ask very briefly,fully word on maybe some type -- any word on maybe some type of more permanent place for that 1 1/2-year-old baby to go? cal fire and the lead damage incident captain. on behalf of the cal fire management team four and the damage inspection team with the town of paradise in butte county, i'd like to announce that we are going to be releasing a public website that will be displaying the current progress of our damage inspection, within the campfire area. this website is going to display all structures that are damaged, destroyed, and then residential and commercial structures that were not damaged by the fire. access to this website will be available through a url. social media sites right now. this website, i want to remind everybody, is just our most current data. this data is subject to change. it's a work in progress. significant amount of work to do, and there are significant amounts of areas that our inspection teams still have not entered. some of the basic functionality of the website, it will be an interactive web viewer. people will be able to write in an address, and it will take them right to the specific location. writing in an address won't take them to the status, or the level of destruction within that area. it will just show us a visual area with icons on it. each of those icons level. again, i want to remind everybody that be accessible through our social media accounts. thank you. >>> at evening. and my name is chief brett newman. on the commander of chp valley division based out of sacramento and whose territory encompasses all of butte county including the lake oroville and chp offices. i wanted to address three very quick things. number one, from the outset of this event, chp deployed maximum resources in support of this operation, specifically in support of the sheriff, and providing law enforcement services, assisting evacuations and maintaining closures. just today, we received additional resources from our golden gate division, based out of the bay area, as well as our central division, based out of fresno, so that we can continue to maintain adequate resources for the missions that we've been given. one of those missions is the maintaining of hard closures. we are getting it up-tempo in the number of people who are arriving at hard closures,under to access the closed evacuation areas, most often than not, in the town of paradise. it's very, very difficult for each of those persons that want access, as well as the officers that are interacting with them, because we understand, from a human perspective, very much why any person would want to get back to their home, and to their community. the decision on the placement of those hard closures is not done by fire patrol alone. we do it as a management team with cal fire, the sheriff, all the stakeholders. what we are trying to accomplish right now is to ensure that all of the workers that are up there working round- the-clock to address the needs in the town can work safely, and that we don't expose the public to any further danger. i have been up there virtually every day and came back just a few hours ago. it's not a safe environment whatsoever. we have to operate with extreme caution, even with an emergency vehicle and the dollars that we have. please, we ask the public to please be patient with us. we understand the need. we want the people to get back into their homes but, we can only do so until such time that is proven to do so. the last thing i want to cover his vehicles. there were large numbers of vehicles in various states of the band and. all over the roadways, throughout the towns of paradise and magalia. we, with the understanding of the magalia sheriff, and paradise pd, we have taken on the mission of clearing the vehicles from th
