joining us is nbc news capitol hill correspondent leigh ann caldwell.nn, what can we expect as we head into next week's deadline? >> hey, jonathan. so it's been a critical week on capitol hill even though the house and senate aren't even in session, as you mentioned. those committees are drafting their relevant pieces of this $3.5 trillion human infrastructure bill. but this is just one step in the process, and the first step in the process. the house is going through the process right now. the senate is also doing something similar. and then it goes to the entire caucus, the democratic caucus, where they have to agree on the terms of this bill. and that's going to be extremely difficult, because we've already seen a lot of pushback from two senators, senator joe manchin and even kirstin sinema of arizona, who have a lot of problems with the top line number of the bill, $3.5 trillion. they want to make sure that a lot of these programs for children, for the elderly, that they're means-tested so that the most vulnerable have access to these programs and

leighann caldwell is on capitol hill. good morning. >> reporter: good morning.to bring this $3.5 trillion bill to the floor and have enough votes for it to pass. several committee, including the one on your screen, house ways & means committee, are marking up piece of this legislation. in the ways & means committee they're talking about paid family leave subsidies for child care, free community college, and money for elder care as well. so, a big portion of that bill that as they're doing it, there are a lot of challenges that lay in front of democrats, including the moderates, who have concerns about the price tag. namely senator joe manchin, who has said, even back in june, that he would support a $1 to $2 trillion bill as long as it's paid for. hallie, i'm getting more details about what specifically senator manchin wants beyond the price tag. he wants to make sure that the new government programs are means tested, so that the people who most need them will receive them. he also wants tax on these programs, including income caps. so, there is going to be very

nbc news capitol hill correspondent leeann leighann caldwell is here, and also obama's 2012 electionhe wig question this morning is how much is too much to spend. take us into that debate over the amount of money as well as through this mark-up process. >> hey, chris. well, the house is starting to mark up their portion of the bill or their version of the bill. the senate, meanwhile, is writing their own version of the bill. so not only do the house and the senate have to figure out the same thing as far as this legislation is concerned, but there also have to be negotiations between democratic leadership, progressives, and the moderate factions of the party. and that's where things get extremely complicated. we know that the moderates, including senator joe manchin of west virginia, does not support this $3.5 trillion price tag for this bill. whatever that price tag might be, he's indicated between $1 and $2 trillion. he says it must be paid for. i have also gotten some more insight into senator manchin's thinking as well. there's going to be a lot of new programs that are likely to

i want to start on capitol hl with leigh ann caldwell. we're hearing about the standoff on the debt limit. bring us up to speed on what we missed in the last 20 minutes or so. >> reporter: yeah, hallie. so republicans have been saying that they will offer no help to democrats to suspend or lift the debt limit which secretary yellen says expires on october 18th. what senator schumer did, he went to the senate floor and he asked republicans to let them bypass that process that forces republicans to beinvolved, the 60-vote threshold. senator schumer said, look,et us vote -- or pass this with just 50s votes and then we'll do it. you don't have to have any fingerprints. but senator mcconnell objected. let's listen to what senator schumer responded after that. >> simply allow for simple majority threshold to raise the debt ceiling and avoid this neless catastrophe that republicans have steer us toward. we are simply asking senator mcconnell toive by his own example. we have given the republicans what they want. and now the ball is in tir court.

nbc leeann caldwell is on the hill for us. leeann, what do we know at this point about security preparations and what we can expect to learn after this meeting? >> reporter: hi, craig. the head of capitol police tom manger just walked into a meeting with members of congressional leadership of both parties and they're meeting in a secure room so that's a good sign that they are not only just going to hear about what is going to happen on the security front on saturday but also what sort of intelligence capitol police and law enforcement are receiving related to the rally on september 18th. now, we do know that capitol police have been making a lot of plans to prepare for this. they are taking this extremely seriously. they are, as you mentioned, are expected to put up the fence back around the capitol. they have started communicating much better with their rank and file police officers including sharing intelligence with some. they've increased training and just in the past couple days, they've put up military style security ca

maurice caldwell was released from prison in 2011 after spending 20 years behind bars. he was convicted back in 1991 for murder, based on eyewitness testimony later found to be inaccurate. a judge overturned his conviction. the chronicle reports. san francisco supervisors have approved the settlement of his lawsuit. two and 11 california is extending its vaccine requirement to workers in adult and senior care facilities. those workers, along with employees providing in home direct care must be fully vaccinated by november, 30th. state health officials say the settings are home to californians at high risk of severe illness and death from covid. the state says nearly half of confirmed covid outbreaks were in healthcare congregate or direct care settings. the cdc reports that some people who received a third dose of the pfizer vaccine experience side effects. those effects are similar to those from the second dose, which is most commonly fatigue, headache and a sore arm. the symptoms lasted about one or two days. the cdc is not identified any unexpected symptoms, but says
