democratic candidate for president, kamala harris, delivered her last major address before election day on the ellipse outside the white house last night. the crowd size was enormous. remember five years ago, harris dropped out of the presidential race after her campaign ran out of money and generated very few supporters. she was polling around 3%. she now has support, according to the polls, of almost exactly half of all voting americans, and set records in fundraising. more than $1 billion. here's the vice president. we have to stop pointing fingers and start locking arms. it is time to turn the page on the drama and the conflict. the fear and division. it is time for a new generation of leadership in america. and i am ready to offer that leadership as the next president of the united states of america. unlike donald trump, i don't believe people who disagree with me are the enemy. he wants to put them in jail. i'll give them a seat at the table. i pledge to you to approach my work with the joy and optimism that comes from making a difference in people's lives, and i pledge to be a president for all americans. now, the one mission for democrats stay on message and the message was harris. harris on the ellipse. but something president biden said got in the way, and republicans are making hay with it. you may have seen or heard little clips of what biden said, called puerto rico a floating island of garbage. well, let me tell you something. i don't. i don't know the puerto rican that that i know or puerto rico where i'm in my home state of delaware. they're good, decent, honorable people. the only garbage i see floating out there is his supporters. his his his demonization of latinos is unconscionable, and it's un-american. trump, quick to compare biden's statement with hillary clinton's famous line labeling trump supporters as deplorables. lastly, a court in north carolina has thrown out a republican lawsuit that would have set aside ballots coming in from overseas, from military and expats. pennsylvania and michigan courts have ruled similarly. earlier this month, the court says there's no reason to be suspicious of such ballots, and the u.s. supreme court has refused to step in and force michigan and wisconsin to remove robert kennedy's name from the ballots. kennedy dropped out of the race. the state said. marcus, it's just too late. all right. there you have it. all right, scott, thank you. 539 this morning and city leaders in oakland are working to crack down on illegal dumping. they have agreed to buy 60 additional surveillance cameras. and for the so-called hotspots. now, the technology will have the ability to track the license plate of illegal dumpers. it also comes as video is going viral of one man who recorded stacks of tires there in the fruitvale neighborhood. look at that. well, this happened last week, and it features the exchange with the person allegedly responsible for the sidewalk nuisance. the man behind the recording thinks illegal dumping will still find a way. and people will avoid being caught in the city of oakland. a lot of these illegal dumpers will just take off their license plate, and you don't know who to who to tie it to unless you dig through it and find like a receipt or a piece of mail or something like that. one of the new cameras will be installed along prentis street this is where a viral incident took place. south bay leaders are taking a bold new step in developing a state of the art transit village. as bart expands into san jose santa clara valley transit authority later this morning is announcing new funding for more than a dozen groups and organizations. all are helping the agency focus on new transit based communities in neighborhoods surrounding the south bay's busiest hubs. the agency even has a promotional video that's outlining the plan. the vta says grants of up to $175,000 are being provided to enhance the live work experience in what the agency calls a unique opportunity. other transit agencies have transit oriented development. they build housing or commercial properties near their transit centers, but we don't know of anyone else who is actually investing in the community the way vta is to build up these transit oriented communities, places where people can take transit and have their surroundings be accessible and equitable and attractive places to be, and thrive. the new villages will be focused on areas within a half mile radius of vta transit stations, including downtown san jose, santa clara, and the 28th street stations. the grant funding is actually coming from income generated from agency owned properties. bart is now expected to reach downtown san jose in the year 2037. oh, all right, well, here's a live look for you this morning in san jose weather. well, it's cold this morning. meteorologist kari hall has a look at what we can expect today. and throughout the week. right. yeah. we are going to see at times some clouds mixing in and then rain chances tonight. and we are of course watching our halloween forecast as you make some plans. it will be drying out going into the afternoon as well as the evening, and then another chance of rain coming in early on saturday. so we have a couple of systems in the works that's heading into the bay area. the first one is arriving right now with more clouds, some rain in parts of the coastal north bay, and that will continue to fizzle out as it makes it into much of the rest of the bay area, with rain holding off until late tonight. but we just have cool temperatures to start in los gatos right now at 42 degrees, we will see low 40s over the next couple of hours, and then increasing sunshine as we gradually head for some upper 60s for later. today we'll talk more about tomorrow's forecast coming up. but mike, now you're timing out the backup at the bay bridge. last report we talked about how it should happen over the next few minutes. and it has here right on schedule for your typical wednesday, a smooth drive to the bay bridge. at the bay bridge, we slow down. we wait for those metering lights and the slowing on the incline, and that keeps everything moving smoothly across the span itself. a little build for richmond. that's why we expect more traffic over the next few. steal that disabled vehicle eastbound 24 just around old tunnel road. no major issues, but again, several vehicles are on the right shoulder in the city. a smooth drive right now into the area. i did have this sign up here yesterday. game outdoor shopping areas, that means a focus on safety. today in the bay's kris sanchez has more on what you might see when you go shopping. right, kris? right. so the plan is to take on safety from a few different angles, things that you may not notice as you are shopping at union square in particular, and things that you will. let's start there. these planters, you see here, they are about more than beautifying the sidewalk. they are meant to make it harder for smash and grab robbers, to use cars to crash into businesses. the planters, along with the bollards or those short little poles in the ground, will encroach on the sidewalk and thus will require a city permit. mayor london breed announced the plan in front of this. louis vuitton store, which was rammed on monday, saying that she will push for a streamlined permit process. let's talk about the things that you may not notice right off the bat. san francisco police will patrol 24/7. there will also be undercover officers among the shoppers, and the sfpd will use license plate readers and even drones to maximize their law enforcement reach. merchants and shoppers told us they're on board. downtown union square in particular, is extraordinarily important to the overall health and well-being of our community and our city as a whole. if union square is doing well, the rest of our city is doing well. it's unfortunate that we have to go to those extremes in san francisco to be able to shop, but the impact on the crime is, is, is, is destroying the downtown of san francisco. all right. so just two weeks ago, californiaorney general rob bonta sent a bulletin to law enforcement across the state reminding them of ten new retail crime laws aimed at cracking down on smash and grab robberies, making it easier to charge. repeat shoplifters and punish the people who are reselling those stolen goods. nine of the ten go into effect in january. that is, of course, after the holiday rush. so what's happening before the shopping season starts is election day. california voters will decide proposition 36, and the measure on your ballot would allow felony charges for some thefts under $950, and could increase sentences for some theft and drug crimes. opponents say this will divert funding from treatment into prisons, so california will vote and decide that issue come election day next week. but of course, we all know that california attended whittier college in california and duke university law school in north carolina. he served in the us navy during world war two and after 1942 to 1946 he was a member of the us house and the senate. he served a little more than six years in congress before being chosen as the vice presidential nominee under dwight eisenhower in 1952. he went on to serve as vice president from 1953 to 1961. he was elected president in 1968, reelected in 1972, and of course, resigned in 1974 because of watergate. did he have a primary in 1960 or was he the chosen candidate for the republicans? are interested in question. basically, he has the field to himself in an awkward sort a way, because all along the way, nelson rockefeller, the first term governor of new york, is sniping at him and even sniping at the eisenhower administration from a very liberal perspective. he's not going to go anywhere in the primaries. he's going to drop out and then he's going to drop back in just before the convention. oh. but nonetheless, eisenhower or nixon, rather, draws an immense number of votes in uncontested primaries. he draws more than nick's or eisenhower does. in 1956. so he has his popularity, enjoys his popularity with republican voters really rather the entire career. what we recognize the primaries that were run in 1968. today. well, there are very few which are contested. there's a lot of delegates which are chosen in the back rooms and state party conventions. there are very few that count for anything. for jfk on the end, there's about seven or eight, most of those are hardly worth mentioning where he beats people we've never heard of. people weren't even politicians like in new hampshire or in indiana, nebraska. but the two that are contested for the democrats are in wisconsin and in west virginia. and who's he contesting against these contesting against minnesota senator hubert humphrey. humphrey is on the liberal side of the democratic party and he's sort of a place holder for the real contenders against jfk, who will be lyndon johnson, senate majority leader from texas, stuart symington, hawkish senator from missouri, and sort of a candidate and not a candidate, as always, is adlai stevenson, who had been the democratic nominee in 1952 and 1956, at the start of the political season. humphrey is polling one or 2%, but all the anti kennedy forces coalesce with for humphrey to go against kennedy in wisconsin and west virginia. kennedy wins in west in wisconsin, but it's closer than he would have. like he has to go on to west virginia. that's where he faces the religious issue head on for the first time in a major sense. and he does very well there as well. this question has been sent in name withheld from charleston, the roman catholic church's position on truth versus error assumes a right to discriminate against protestants in some countries where catholics are in the majority. do you agree with the church's reported attitude that we're protestants? i am an authority. they shouldn't be permitted equal status. well, i hope we disagree, but i couldn't disagree more. i think that using the power of the state against any group forcing using the state to force a group to be of one faith or another or of a state, i think is wholly repugnant to our experience. i wholly disagree with that. now there are some states where there is no separation between church and state. the queen of england is the head of the church of england, as well as the state. there are other states in europe where the relationship is intimate. in spain, the relationship between church and state has been intimate. i disagree with that. this country was founded on the principle of the separation of church and state. this is the view that i hold against any other view. from there on, it's almost time for the convention and not until a week before the convention. does lyndon johnson announce for the presidency? is it that remarkable when we think of this interminable campaigns season that we quote unquote, enjoy today? and speaking of which, did lbj did lyndon johnson garner support at a week before their convention? he gets a couple of hundred votes at best. he's hoping that there will be a deadlock. bobby kennedy, who was the campaign manager for his brother jack, says rather famously, if we don't win it on the first ballot, we don't win it at all. and that's because jack kennedy doesn't quite have the hearts and minds of the democratic party at that point. and if he doesn't win on the first ballot, some of those people, some of those delegates are going to start peeling away on the second ballot. and it would not be impossible that somebody else might emerge, whether it be lyndon johnson or adlai stevenson or a dark horse who knows? but that is exactly what lyndon johnson was counting on. and and jack kennedy gets that nomination. and the when wyoming casts its ballots and there's no state that begins with z. so that was a pretty closely run thing, boys and girls. well, john kennedy was born in 1974 years after richard nixon in brookline, massachusetts, attended harvard, active in the us navy during world war two, was in the house the same years that richard nixon was 1947 and 1953. u.s. senator. then from 53 to 60, 1960 elected the 35th president, the first catholic, first born in the 20th century, the youngest ever, 43 years old, and of course, assassin dated november 22nd, 1963. did richard nixon and john kennedy know each other well in the house and the senate? yeah, they came to the house in the same year. were they engaged in a debate in 1947 or 1948 in small town and pencil virginia over labor policy and shared a sleeper berth coming back. they knew each other, jack kennedy's father, joe kennedy, could not stand nixon opponent for the u.s. senator in californiasenate in california in 1950 and donated to his campaign. but as their ambitions grew, their closeness receded and they were not as close as they once had been. when when kennedy. kennedy enjoyed very bad health early in his senate career and was given the the last rites. the catholic church a couple of times. and when nixon heard how close kennedy was to death, he burst into tears at one point. so they knew each other. they certainly did. so a week before the democratic convention in los angeles, lbj announces his bid for president. as we all know, he became the vice president and the vice presidential nominee. how did that happen? david pietrusza. awkwardly. kennedy originally offered. well, he dangled the vice presidency in front of a trio of midwest governors. none of whom your readers or viewers would know today. but then finally, to senator symington of missouri, that seemed like a good fit. and then he offers it to linda johnson, not really sincerely. and he doesn't think johnso
