the second thing is, all of you and the california constitution take the amendment for the legislative bodies, where you swear or affirm to defend the constitution of the united states, and those are easy words to say, and most of us would like to be judged not by our actions but by our intentions. it is all good to say to occupy wall street or occupy san francisco or anyone else who is really trying to speak for what they believe in. the right to petition government, to address grievances, and the right to free speech, but if none of you ever actually picks up the phone and talks with the department of health and says, hey, if you have a problem with the sanitation's commission, can any of you arrange to get some porta-pottis down there. if you have a problem with this, we can do this? it is easy to say we support free speech, but if you do absolutely nothing to carry that out, it is meaningless. free speech is the basis of our society, and i have seen it too many people go before city bodies and have to fight for the right to speak and have to fight them for the right for the access

eliminate redevelopment agencies throughout california in a way that clearly violates the new california constitution. in the process, his proposal would have killed 300,000 private sector jobs that redevelopment finances each year. the governor's proposal sparked an outcry not only by city officials, but by many others concerned about the devastating economic impact such an action would have on local communities and the state as a whole. despite our collective efforts, the governor's proposal was modified, in part, and married with another unconstitutional bill to extort huge ransoms from the state if we want to avoid ex extinction of our r.d.a.'s. the league hasn't taken that action lying down, either. but i wanted to take this opportunity to thank all of you for your efforts in passing proposition 22 and for our efforts to save redevelopment and let's give ourselves a round of applause for that work. that seems to be in the spirit of the state of constitution of california. >> the next day, the board had one last chance to nominate their twice for interim mayor on january 4. >> when the board finally got around to actually nominating people for, and taking up the issue of inter mayorship, the first thing people should know is it was late at night. the board really put this off as light as they could. people were tired and cranky. that is the first thing people should know about this meeting. >> they said they would take nominations according to who was on the roster first. so it became a game of jeopardy where the question was, who could press the button first? then it became this sort of strategy. >> having run out of time, board members began the first round of nominations. >> i would nominate former mayor art agnos. >> current city administrator ed lee. >> everyone is expecting hennessey to have the sixth vote. >> i would like to request a 20- minute recess. >> perhaps an explanation? >> i would like a recess. that is my explanation. >> colleague, can do that without objection?

so he thought, let me pass an amendment to the california state constitution to cut state income taxessignificantly and permanently. and he campaigned all over the state. and he was pretty popular. and he thought he would win. guess what? he lost pretty badly. californians said, no, we don't want to cut our state income tacks. taxes. we're voting against this. why? because we belief in the things government does. in fact, california had a great education system from primary school through university. they had a great highway system. they believed in government. then came that catastrophe i was talking about. then came confusion and panic. five years later we got the famous proposition 13 in california to cut property taxes significantly. property taxes that pay for education. by constitutional amendment. in those five years, america changed. californians overwhelmingly voted to cut their property taxes, and a tax revolt spread across the nation. and skepticism of government spread across the nation. many people distrusted all kinds of institutions of course business, educational, relig
