. >> this is the "california spotlight," sponsored by the california department of public health. >> hello there. today's "california spotlight" is shining brightly on the topic of flavored tobacco. joining me today to discuss the concerns the california department of public health has about these products for our youth is dr. pam ling. good to see you. thanks for being here and for discussing what really is an important topic. now, in california, you have to be 21 years old to purchase tobacco products, so just how is it that our teens are getting their hands on these products, and why is it seemingly so easy? >> well, flavored tobacco is available in basically any convenience store or corner store, and if a kid goes into a store all the time, they get to know the owner. sometimes they can still purchase a product even though they're not 21. the internet is also an incredibly easy way for kids to buy tobacco products. so they can order it on their phone, and 94% of kids who try to buy tobacco on the internet are able to do so. >> dr. ling, why does the california department of public

the department of public health supporting plans to rescan and retest the land. it would be conducted by the california department of public health and parcel g by the navy and it's a first step in the retesting of areas. defactions are necessary in the response raised by the community about whether this is a risk to the health and safety of current and future residents and workers. the health department encouraging people who are interested to participate in the comment period for the navy's work land on the parcel g retesting. it's essential to have a critical process that the community can trust. as you know, the hunter's point shipyard is a federal project of a clean up by the navy to prepare the site for an ambitious new development that will add approximately 12,000 housing units in san francisco. the navy is a lead agency for the clean up and the environmental protection agency is providing regulatory oversight. the department has been involved in this project for many years. i would say over two decades. reviewing documents and working with the navy and the epa. we have also -- i met -- talked

to san francisco until it is fully cleaned, and we are also working with the state california department of public health to ensure that there is an additional layer of oversight on the work that the federal government is doing on that land. when that land is conveyed to san francisco, it will be 100% toxin free before we build any housing on this site. >> thank you. mark leno? [applause]. >> whether we're talking about the shipyard or treasure island, we have to make sure always that safety and health takes top priority. that has not unfortunately been the case to date. and all you have to do is look at the health disparities right here in the bayview. a child born today is likely to live 14 fewer years than a child born in russian hill. this is the severity, this is the outcome, this is the ramification of moving forward without certainty that the land is clean and that hit has been mitigated. and unfortunately, the navy has let us down, but also those with whom they've contracted has let us down. and moving forward, we have to make the top priority safety and health. we have cancer clusters that we do
