legislature. but members of congress did not have to live in the district they represent. we have two congressmen running right now in californiademocratic democrat mike honda and mike klin talk to not live in their district. we talked about this people say why do some politicians have to live in the district court a go to jail and some clearly don't? the short answer is it state law versus federal law. in california in the very first state constitution we ever had that was ratified in 1879, in that very first constitution there's an article that said state legislators have to live their own district. that article is still in our state constitution. but when it comes to congress made up congressional distr and some states just electel their representatives in ong statewide election. it was' until relatively recently, 1967, that congress passed w requiring states to use congressional districts. no more at-large voting. and it's been a big party ever since. question: can't congress or we have to look at the federal constitution. and right there in article one is a requirement to run for congress, you have to be 25 years old, a u.
