it also allows us to wait and see some of the things that happened at the california puc. that said, i think we are headed in the direction that makes a great deal of sense. i want to thank the staff and think the -- thank the puc and the advocates for their input on this. unless there are comments or questions, why don't we open it up to public comment? >> good afternoon, commissioners. eric curkes, -- burkes, san francisco green party and our city. i want to let folks know that advocates do, when we have been coming together on this and discussing this -- we definitely do want to see this finalized and under way by the end of august. we have a sense of urgency about this. we do not think waiting until after then would be a great idea. as to the improvements on opt out, it sounds like sf puc is headed in the right direction. however, in advocate discussions, we would see anything that is about a 25% up out rate, we are aiming for something pretty low. to that end, and also with regard to timeline, we know from being in stakeholder meetings with the sfpuc and local power,

you correctly said a moment ago, this is a statutory requirement for section 13 1.303 of the california puc. we do it as an annual report to be adopted by the board in january of each year. it is fitting to start with a quick analysis of trends, in terms of the programming of funds. the first thing that should be said is our revenue has increased by more than 10% over the calendar year 2011, up from $68 million in 2010, to over $75 million in 2011. at the same time, we experienced lower product delivery and demand for prop k funds than anticipated in the 2009 strategic plan update. more availability of state funds -- bonds and federal bonds was the situation for us in terms of outside funding than originally expected. that led to the staff recommendation not to issue long-term debt, given the conditions on the ground. on page four of our presentation, i want to call your attention to the same trends, in terms of slower anticipated project delivery. you can see that on the first row, locations and to date of $588 million, expenditures of only $390 million. in the bottom row, a total of $853

the welders told a california puc that high pressure water testing of 150 miles of pipeline last year was flawed by poor workmanship. the testing was done in reaction to the deadly san bruno explosion in 2010. crews wanted to see if there were any weak wells that would rupture like the one in san bruno. the welders say they're concerned about pg&e's work during the hydro tests when workers cut and well welded pipe back together to let water be bumped in. the workers claim they saw substandard work that may endanger gas transmission lines. pg&e is taking the claims seriously and looking into them. >>> family and friends of a carpenter killed in a tragic construction accident gathered today in hayward. morning services for 39-year-old raul sebata. the husband and father of three was an illegal immigrant working for a contractor building an upscale home. he was buried alive when a retaining wall collapsed when he was working in a 12 foot deep trench. this happened january 28th. that wall gave out three days after building inspectors reportedly ordered fremont-based company to stop all wo

the puc will be hosting an event to take place at the california academy of science on may 7 with the goal of expanding support for the organization in the bay area. we will be launching what we call the of orlando challenge with the goal of providing 100% coverage in rwanda by the end of 2015. the event will take place the first day of national drinking water week. our participation here in this event will further solidify the leadership role to raise awareness about critical water in our everyday life. the mayor of the district to port -- who reports directly to the president of rwanda will be at the event as one of our main speakers and our packet has more information about the work by water for people as well as the events taking place on may 7. we would ask for your support in partnering with us and water for people in making this event a successful one. i would love the opportunity to meet with some of you in the next couple of weeks to tell you more about the event and how you may be able to contribute to make this a successful event. >> are you familiar with president carter's
