and uc. >> haight ashbury neighborhood council is proud of the fact that the university of california san franciscoarnassus campus is the only uc campus that was forced to impose upon itself and has maintained a growth limit, which is one of the reasons that we're very happy that they're moving to mission bay and that's where their continued growth will go. that's one of the real struggles, on going struggles in this neighborhood is dealing with ucsf, st. mary's, and other institutions. the previous three administrations have taken the position that recreation and parks department should be a revenue department, that it should basically produce enough revenue to pay for the maintenance of the park. the problem is, of course, that it doesn't. and that there is a fundamental and basic contradiction between maintenance of the parks, and recreational facilities, and maximizing revenue from the use of the parks and recreational facilities. it is a struggle that the haight ashbury neighborhood council is very much involved in. perhaps the biggest challenge has been in the eastern portion of the park, and

this is my first opportunity to apply for a border commission appointment in san francisco, california. approximately one year ago i atened a california -- attended a california women's league workship. it was at the university of california san francisco. and the purpose of the workship was to demystify the process for women, specifically, to enter into the board or commission appointment slolingts in san francisco. -- slots in san francisco. so i made a personal commitment that i would do my home work and research what was available in san francisco. i identified three opportunities that were of interest and the assessment appeals board was one of three. the other was the judge pro tem program through the san francisco courts. this opportunity had seats available so i decided to pursue this opportunity. i am a licensed attorney here in san francisco. i attended the university of santa clara law school. i worked full-time that time at a public health nurse for the city of burkely. i was also a single parent. but prior to that i also attended the university of san francisco and studied

four, resolution authorizing the san francisco department of public health to retroactively accept and expend a grant in the amount of $25,331 from the university of california, san francisco, to fund the screening, a brief intervention, and referral to treatment project and to enter into an agreement for the use of these funds for period of september 30, 2009, through september 29, 2010. >> good morning. i'm a physician with the san francisco department of public health and an investigator on the grant. i will be speaking a few words about it this morning. sbir stands for screening, a brief intervention, and referral to trigger projects. it was found that if officials took a few minutes to speak with patients about alcohol and drug use, it had an impact on their level of drinking and drug use, a positive impact, so actually internationally, this has been recognized, and grants have been awarded to sites to teach this technique, and such a grant was awarded to us, to ucsf, to teach residents who are training at san francisco general hospital. my focus has actually been around teaching the referral to treatment, which involves city programs specifically. the

our other primary partner is university of california, san francisco. we also work with youth services . foster family agency in the bayview. child crisis and d.p.h. it's a pretty huge coalition of folks working on this project so it's wonderful and funded by m. h.s.a. so what is prepare? comprehensive outpatient program in san francisco county. utilizes evidence-based treatment and harm reduction approach, and the true targets of this are adolescence, so 14 -27. there is flex built, but our primary targets are 14 to 27 and a lot of these are 18 to 25 and their families are included. when i talk about what makes prepare different, this incorporates families into the treatment plan and two-year program. so it utilizes early intervention and diagnosis and comprehensive roster of services. there is the formal diagnose no, sir particular assessment after we do outreach. there is intensive care management, multi-family groups, support in education evidence-based education management. so there is things involved and i can't talk about the medication managemen
