california, to the left, in comparison to other states in the country, california is actually very efficient. i have done one thing with these numbers that some of the others have not. i have cost adjusted for inflation and i have acuity- adjusted these numbers. i am trying to create a level playing field. when you compare just the numbers, you see these vast differences, so i accounted for the numbers in looking at inflationary costs as well as the acuity of the patient. california spends 90% of the national average on health care costs. and then what i did further was breaking this down into house bill referral region. thousands of little lines and i would not expect you to follow. but the important point to know is the u.s. mean. if you look to the right, there are many hospital regions, and to the left of that, many other regions in california. i want to show you a statistic before we go into specific regions. california state expenditures on a per capita basis are 12% below the national average. but a very important component to also look at is our rate of growth. it is much slower than

california. the united states cannot be 17th. ve got to change that. >> let's talk about this leadership that we keep hearing about from california. there's a decision forthcoming from washington -- or a recommend dashgs i should say, on auto fuel efficiency standards out to the year 2025. california has been in the middle of this. how important is california's -- let me put it another way. how much impact will this decision ultimately have and would it even be happening were it not for california's sort of push in this direction? >> i mean, there are a mof factors, but i don't want to ever estimate the leadership of california. when the united states sees and when other states see one state can do it, they can leave and put in place new regulations that are more sustainability responsible. they're going to follow, and i think california's leadership is crucial in what the united states is doing. we've seen the united states pass some fuel economy standards, but we have got to catch up with california and we are about to do that.

we have an arbitration pending with the california state licensing board against him. we had contacted a lawyer to get to the bottom of all these unanswered questions that were coming up. in response to mr. lee's comments, we only found out the city inspectors coming back to our home that and that flow valve should have installed at the time of so were replacement. we did not know when we paid to have the sioux were replaced. we were just told that the store was our responsibility, so we took it upon ourselves to replace the store, which we did. almost at the end of the installation of the sewer, mr. wilson came to me -- and this was after many months and many thousands of dollars spent already -- he said, "you know, you might want to consider putting in a back flow valve. at that point, we had spent so much time and money that we thought, why did we need this extra expense? we did not know at the time that the fact flow valve actually should have been part of this installation. we did not know that. we depended on our engineer /contractor to do the job correctly. m so

the california company's benefit from selling into other states, that are based out of california? >> they do sell into other states. in states where there are such laws, the have to collect sales tax. there are california companies selling into, say, pennsylvania. the way the law was intended is to have a threshold. the threshold right now is $10,000. it may get a higher. basically, if i have a bookstore and and selling used rare books and sell less than $10,000 worth of books into the state of pennsylvania, i would not be liable for their sales tax as a small business. if i sell more than that into a state, or five or six states, i would be liable to collect sales tax. i think the notion is that once you get to a certain level that is part of the deal. the other thing people say that i have to remind you -- they say it is a burden to collect sales tax. you have to report it. you have to fill out forms. yes. the cost of doing business online. do you want to talk to these businesses about what they have to do to be in business in san francisco? it is the cost of doing business. if y
