in california, state lawmakers are now considering a bill called assembly bill 1014.would create a first in the nation gun violence restraining order system similar to the way domestic restraining orders are issued. it would allow people concerned about an individual who could potentially be violent to make a petition to law enforcement or go directly to the courts. a judge would then have a full hearing and decide within seven days whether to grant the restraining order. if granted, police could temporarily seize any firearms the person already owned, and add their name to a list of people prohibited from purchasing weapons. meanwhile, in chicago, a city so stricken by sporadic gun violence, some residents have taken to calling it shiraq. in january, a federal court judge struck down chicago's ban on gun sales within city limits and gave mayor emanuel six months to come up with new rules. it would require gun dealers to videotape sales and ban guns sales near schools and park. it would require a 72-hour waiting period for purchasing handguns and 24 hours for rifles a

so the san francisco housing authority was established in 1938, under california state government code. it's separate from the city departments. and it provides housing subsidies for over 27,000 households. that's both with the housing choice voucher program and public housing. we currently have 5,372 public housing units that we are managing. that serve close to 10,000 public housing residents. the average household income is just $14,639. and the average rent that our residents are able to pay at 30% of their income is $312, which in san francisco, where the market rents are over $3,000 a month now, this is a very important resource for the city for low-income households. they could not compete in the market in san francisco. we also have 7,637 applicants on our public housing waiting list. and over 2,000 of those households are single. about 5,500 are two plus persons households. this is after we have done a clean-up of our wait list. these are people that are actively seeking public housing at this time. and the applicants were asked to self-certify their preferences. over half of

patrol, by the santa barbara police department, by the district attorney investigators, by the california state parks law enforcement personnel and by criminalists from the department of justice crime lab. i know that this information that i'm giving you at this point is somewhat preliminary. we are going to work diligently to get you more information in detail, including the identity of the suspect and the victims. the next press conference is going to be scheduled for 4:00 p.m. today at a location to be determined. we will notify you through our regular processes of where that press conference will be held. two things that i just want to say in closing. the first is -- i want to commend the deputy sheriffs who engaged very resolutely this suspect very shortly after we were notified of this incident. there's no question in my mind at this point that their resolute actions and valor in doing so very well may have prevented further loss of life and injury. i also want to let the families of the victims know that our hearts go out to them at this tragic time, and we will be doing all that we can
