the california public utilities commission is discussing the text tax at a voting meeting in january.arify roles on if texting revenues are surcharge a bowl or not. they will vote on -- it concludes it is chargeable. in the 90s, the federal government and states created a public purpose program, charging people a fee for telecommunication services like talking on a landline. the money helps to fund programs to make phone services more accessible for those that are low income. the proposal would extend that to cover text messages. they -- if more comes from texting, less will come from voice services. if texting surcharges are not make more would come from voice services. they represent the wireless communications industry and argues that texting is not a telecommunication service that can be regulated by the commission. it is an information service. we asked people what they thought about the proposal. >> if it is used for what they say the purpose is, to help other people get telephones that are low income, i think that is a good idea. people are doing it and sometimes abusing it. if
