is it caltrans or the company? who does it go back to? >> caltrans made a specification for bolts. there was a specification not to use the bolts in this way. the engineers got together and said we need to do this because this is a salt environment and fog and a lot of chance for corrosion and strong steel is really susceptible to corrosion. it may have been caltrans, but in the other sense, this open out of ohio, dyson, which made bolts for the original bay bridge, they recently said, we just built what they ordered. you guys are experts. you build bolts for nuclear power plants. now it is their fault? all three are responsible. the contractor, the bolt people who made the bolts and certainly caltrans because of the specification. at the end of the day, the public will pay for this. >> tom, does the upcoming america's cup have the bearing on the bay bridge? >> i think the speeding up of how it was actually built and they were going to open it one bridge at a time or pathway at a time. those changes were made primarily so you would have the showpiece done and ready for the america'

the public has a perspective about caltrans. the pr assistant is terrible, they have performance and what it should be. if you're looking for a system that spends that much money and they don't have very many friends to defend them and their leadership is suspect as the bolts. >> and i think a lot of consumers are wondering, top- down review what took so long? caltrans, they're a pr and -- that has been terrible for years. i think the public is demanding accountability. >> and that is not just the public but concerns about the agency and how big it is. whether or not the job e region >> caltrans made up of engineers and social workers. that is not an agency made up of people you see in normal walks of life. those are realgennen with engineers. the planning doesn't match the public's desire and when that happens, somebody must interpreter for them and the public -- interpret for them and the public and no one's doing that effectively. >> the bay bridge exposed the tipping point, the disconnect in caltransand brown is delivering o

on the richmond side of the toll plaza caltrans is going to shift traffic. starting tomorrow morning all drivers will be moved on the eastbound side. it will be split up into two lanes in each direction. the speed limit will be reduced to 45 miles per hour. drivers should expect delays and caltrans hopes to have the work completed within three months. >>> well, another illegal sideshow in oakland leads to gunfire. now a 25-year-old woman is on life support after getting hit. oakland police say it happened around 2:30 this morning at macarthur and 106th when a party bus tried driving through one of the illegal car competitions. one neighbor says police just end up ignoring it all. >> the cops don't do nothing. they just boss them around and they come back an hour later and do it over again. if the cops don't mind it, they don't even show up. most of the time they don't even show up. >> two men were hit by bullets and got themselves to the hospital. police say the party bus kept going. east oakland has seen dozens of sideshows already this year. >>> well, hund

caltrans has been debating this on the eastern span of the bay bridge and the i-5 bridge north of seattle sgajit river collapsed. three people inned up in the water but survived. it was the wind and the bridge design that led to the bridge collapse of tacoma. wind eventually brought down the bridge. at the time it collapsed, the tacoma narrows bridge was the thinker longest suspension bridge in the world right after the gorge washington bridge and the golden gate bridge. in 1961, a storm caused the golden gate bridge to cause similar twisting, enough to cause some minor damage. as a result, engineers retro fitted it by putting braces on it that kept it from twisting dangerously in high winds. in 1967, another suspension bridge collapsed. this one over the ohio river. the silver bridge connected ohio and west virginia. it might be of particular interest because it was a small crack in an aybar that led to the destruction of the bridge and the death of 46 people. >> it is 1928 and suspension bridges are being built all across america. new designs an new materials make for rapid construction

caltrans is doing a review. they've got outside experts doing it.ederal highway administration is doing a review with top people from d.c. and then we are having a legislative analyst do an additional review, so we make sure that the public can be sure that the bridge is open when it's safe. >> we've done a number of retrofits. what do you think really went wrong with this design? >> having voted for this design in 1988 when it was supposed to be $1 billion, i think the design created a lot of challenges. there's no other bridge like this in the world, and that's what the bay bridge wanted. having said that, it's ten years late and now cost $6.3 billion. >> the state agency that is doing the bridge, caltrans, you've sat up and questioned officials. >> there are a lot of great people who work at caltrans, but it's a very large agency. >> as we take a look at the bay bridge, and it's decided it is safer, do you think that is going to be the ultimate decision, let's open it no matter what? >> it's always been, as i've said -- the old bridge is not safe

one is before you today, there are two, an -- allocation in getting the caltrans, state department of traption -- transportation to sign off on 104 projects. this is difficult. on a state highway that requires an enormous amount of perseverance. kudos for the projects team. 19th avenue transit study. this is a study that has a really innovative group of partners working together. authorities, caltrans, san francisco state university and gallery and other state agencies looking at the possibility of relining the motion view for the parks of merced. there is information available on the website and there is an outreach coming this fall. i will close with two more comments with respect to the bike sharing we are allocating funds in the agenda later today. for those interested there is an open session at city hall about the bike share program. this is a regional pilot that will take from santa clara and san francisco. lastly the chair calls for the controllers office to do a performance audit of the authority and the city has completed the authority of the city and agency stuff and finish

the lanes approaching the richmond/san rafael bridge are closed for caltrans work which shifted drivers over the median into two westbound lanes. it's a tight squeeze with no shoulders. no wonder joseph thomas is trying to steer clear of the area on his recycling rounds. >> i saw the congestion and how backed up it is but i mean, you know, i mean what can i say? you just have to adjust. that's all you have to say. you have to be patient, though, but still, it's a change. >> what we're doing here is reducing speed to 45 miles per hour. we have asked the support of the chp and the public to cooperate and slow down. >> reporter: it's all so caltrans can replace sections of the roadway that sit over chevron pipes in the stretch leading up to the toll plaza. the project also requires crews to close the eastbound western drive on-ramp for three months and that means drivers with trailers or big rigs need to take a nine-mile detour on the bridge towards san rafael and turn around at san quentin to head east again. it's a shorter detour for smaller trucks and cars. >> everyday commuters, people
