caltrans and chp came out and caltrans put the k rail up. the driveway is what you see behind it. as they were doing the work he came running down the driveway in his socks and underwear in a rage with a gun in his hand.>> caltrans was blocking that driveway off and it was while they were performing that that he came out and started shooting. he is 43 years old and local law enforcement is familiar with him and his behavior. the first shots were not the only ones. the sheriff said deputies were called after the initial gunfire and at that time he fired three more shots. they set a perimeter up and neighbors were told to shelter in place. this is very rural, no one was close but they needed everyone to know that he was out and armed. they didn't know what his state of mind was. just within the last hour, the swat teams went onto his property and got closer to the buildings. as they approached one building he came out and surrendered. he was unarmed and there were no more shots fired. this did end well and the supervisor who was here this morning when the enforcement action went on
