caltrans announced today that the major highways open in both directions nearly six weeks after it wasubmerged by nearly 40 ft of snow in a series of avalanches. the reopening is a relief to many in the sierra, who were cut off from other towns by the closure, caltrans said. emergency crews wrapped up work there earlier this afternoon. asia is testing its bypassed water line. city officials there say that the testing of the temporary line is successful. if it's successful, they'll be able to bring in water from their usual resources of lake berryessa and the delta . the city declared a local emergency following a breaking its water transmission line. the water main was damaged in a hillside collapsed near 6, 80, fairfield, and residents there have been asked to cut water use by 40. the east bay municipal utilities district is performing an engineering wonder to make sure an earthquake doesn't keep water away from alameda. the island has no reservoirs of its own. tom vacar spent the day in alameda, where a huge pipeline more than a half mile long will soon be protected and hidden under
