tonight that leaks on the eastern span of the bay bridge came about because caltrans decided to skip installing part of a drainage system. the fix will be paid for by tolls rather than by the contractor. the price tag so far, a million and a half dollars. the contractors asked caltrans if they could simplify the drainage. caltrains agreed but didn't make sure other parts were properly sealed. the leaks are causing concerns about corrosion that could weaken the bridge. >>> several lawmakers are pushing a bill that would give money back to taxpayers. specifically taxes that were collected and later considered illegal. right now residents have to go through an appeal's process to get their money back. this would return the money automatically. >> it is just crazy thinking. an easy fix. we ought to say when the state collects a tax that is illegal or unconstitutional the court decides that -- and the court decides that the people out to get their money back. . >> one tax that is being challenged is fire prevention fees. 800,000 homeowners have to pay that fee which starts at $152. >>> muni at the center of two controversial
