chairperson campos: thank you. is there anyone here from dpw? how about human resources? i want to thank mr. grant for his patients, for waiting, and thank you for being here. >> martin grant, department of human resources, employee relations division. the budget analyst audit had relatively few recommendations for department of human resources. one involved the definition of lead pay, an issue we visited with our labor partners. we try to ensure we are getting value for all our premiums. this has been sticky, because it has gone back so far in history. of course, we are in a collective bargaining environment in which we cannot dictate the terms of a contract. we will be proposing, in the next round, the new definitions for lead pay, which will hopefully set numbers as to minimum numbers of employees you have to supervise or direct, before you are eligible for the benefit, and to make sure we are not paying people for doing what is already required as a minimum of their job duties. that is one. when the dust settle

supervisor campos. supervisor campos: thank you. following up on the questions i asked to the planning commission on the issue of necessity. as i understand it, the tv appeal factors we need to look at our coverage and capacity. i wonder if you can look at in a very specific way, the need to increase capacity or increase coverage is in this case? >> a lot of that would be on the study that bill's study showed. there are points in time when people are downloading movies, surfing the net, when the capacity is full. if a car or to drive through the neighborhood and he was tried to complete call, it may drop at that location. when it hits that antenna so our own internal records show that we have capacity issues. i would also add that there's a third element here and that's upgrading our network to 4g and l.t.e. which is what this will do, as well. supervisor campos: the question is, is there evidence that was provided to the planning commission that actually shows that issue? >> yes. supervisor campos: were those records given to the p

supervisor campos: i think it is possible to do that. even though we have these great districtwide elections, i think district election still allow you to deal with larger issues. we feel that we certainly have demonstrated that as a board. individual supervisors have demonstrated that. one of the pieces of legislation we worked on last year that we are very proud of is the health services master plan, which is legislation that for the first time has a city like san francisco thinking about the health needs of the city of seoul. -- cities as all whole. it is good for us to know what the health care needs of the city are going to be in the next couple of years or long term. so, making sure those who do planning and other things, that we think strategically about the need citywide and also neighborhood by neighborhood. and we were able to do that and pass that legislation as a district-elected supervisors, even though this is legislation that impacts the entire city in the future of health care in san francisco for many years to come. i th
