commissioner campos: thank you. next speaker please. >> san francisco chamber of commerce, echoing the labor council's comments, which is a rare treat for us, and the department of the environment also. we have the best refuse, recycling, and composting program in america, and i think actually, your report today was an eye opener for many people. because it verify what we sought but perhaps did not know about the quality of service, the value we are getting as business owners and residents of san francisco. rates -- this is not an issue of the total free market. we have a regulated monopoly. we have had it for over 80 years. the city is the rate setter for residential collection, and that becomes the basis for commercial collection as well. the city is getting a fair return in terms of services and cash, in balancing what those rates should be. if you feel there should be a higher franchise fee, we the consumer will pay for it. so there have been decisions over many decades, and i have been around long enough sittin

[applause] supervisor campos: thank you. we honored the women's initiative at the board of supervisors. they do an incredible job of empowering women, many of them low income, some victims of domestic violence. many are immigrant women. we see success story after success story. i do knownot know if anyone woud want to say something about our commitment to that kind of entrepreneurship on the part of women or groups who have traditionally not have the opportunity to have that kind of success. we're seeing that replicated throughout the mission in business after fish breeding business. the mayor himself wants to say something about that. supervisor campos: why don't you continue.i have a couple of follow ups. >> i want to point out another component to you, to speak to the expense and driver of labor costs in california, specifically in the northern california market. i have selected the top 11 wage index markets in the entire nation. if we look at what resigns as the top, most expensive place to hire workers, santa cruz, san francisco, san mateo, monterey. northern california greater bay area is right here. that is a big cost driver. i put new york city on there so that you could see it in comparison. most would assume that new york city is the highest wage area. the next slide -- the speaker before alluded to this. this is a huge component for hospitals across the entire country. that is this cost shift. this is real. the bottom two lines on the graph represent medicare and medicaid funding. the gray line in the middle of the paid represents the actual cost a hospital concurs. this is that $0.15 tylenol, not a $15, not that we no hospitals can charge. actual

supervisor campos: i agree with that.we have to allow the court proceedings take place, but we, as policy-makers, are being asked to make important decisions. one of the things that the complaint points out is a certain type of agreement, or agreements, between sutter and the insurance companies -- this is what the complaint says. "contains provisions which prevent health-care insurers, referred to as payers in the agreement, from challenging the reasonableness of the sutter hospital bill." this is accomplished through audit policies. these policies provide that question an opinion regarding medical necessity, reasonable of charges and the propriety of providers's usual and customary practices are beyond the scope of an audit and shall not be part of any audit permitted under the agreements. in other words, what they are saying is there are agreements between this hospital and the insurance providers that basically say, you are not going to question what we bill. is that a practice in the industry? you represent all these

supervisor campos: thank you, chief. i want to hear from the head of dpw. >> what we and a lot of city departments do is work to preserve core services. the people out there in the white trucks with the orange vests cleaning streets, wiping out graffiti -- we try to prioritize the way we look at the department. we try to cut from the back office, administration. i have been here for three years. we have eliminated a number of management positions and support positions. we have eliminated things like unnecessary vehicles. we have reduced cell phone. a lot of this stuff behind the scenes are not necessary to directly support direct services. we look for efficiencies in the way we deliver services. if we can do something with three people instead of four, we look at how we can deliver the same amount of services with a smaller budget. we focus on workplace safety. when we do not work safely, we have people out of work being paid. we pay a lot of comp costs. general health inflation has been going up at 5%. our comp costs ha

supervisor campos: thank you. now we will hear from the citizens' advisory committee. good morning. >> i am the former chair, but in the absence of the chair and vice chair, i am here. we had three items on our agenda that were also on your agenda. two of them were action items. your item number four, about the bikeway in golden gate park, it was approved unanimously. i do not remember particularly who -- i'm a member of the bicycle coalition was wondering -- i will say the park commission, but we had to revisit this. there were areas where the road was not wide enough to accommodate the design. anyway, we approved the measure unanimously to read your measure no. 5, we also approved unanimously. one of them with some changes to the university communications station and replacing the liner at tel street station. you've got to do that. you cannot have puddles of water on the floor. first time there is a lawsuit, you will lose. we recommended that one in light of those factors. supervisor campos: colleagues, and any

supervisor campos: thank you. gracias. the general question to department heads who have not had a chance to speak. how do you decide how to cut? how you approach where to begin? what are your priorities? how does the process work, if you are a number of the public trying to understand how the process works? >> of the juvenile probation department, we start off by developing our guiding principles to develop our budget. we have to look along -- at the law, the welfare and institution could that guides the operations on our basic, primary responsibilities related to the processing, guidance, and direction of youth and families that find their way to the juvenile probation department. we focus on our basic principles and services that we must provide to comply with the law weslest we find ourselves ia position where the city would be subject to a lawsuit if we did not provide those services. we believe strongly in the development of competencies' within youth and families that enable youth to grow and become productive membe

supervisor campos: thank you. next speaker. >> good morning, supervisors. my name is dr. derek kerr. i was a gift fund whistleblower and i received a life after 20 years of service at laguna honda. the problem here is laguna honda forgot that this was a patient gift fund. it became a laguna honda gift fund, but it was always a patient gift fund. the audit showed $350,000 was misappropriated and had to be refunded. it also showed staff accounts, 80% of the money in the staff accounts along to patients, not in the staff accounts, so they were spending from staff accounts for staff activities, so the spending was ok, but the initial money inside did not belong there and had to be refunded. six months before this audit, comptroller ben rosenfield, issued a review of the gift fund that found nothing wrong and was used to discredit our concerns. i am submitting the controllers whitewash review for your examination to compare with the final audit. but even the final audit was flawed. major fiscal irregularities that we r

supervisor campos: can i ask you a basic question? this is a very aggressive plan if you look at what it means for san francisco. we're talking 90,000 housing units. that is a lot of people. you know, you have to think about the ability of san francisco to incorporate that kind of growth. so, what resources are going to be made available to make sure we are able to meet that objective? this is a very ambitious objective. >> that is really the $64 million -- it is only so much of an exaggeration -- question. that will be leading up to 2013, what is the growth pattern? how can we supported both through the regional transportation plan, related policies, as well as, what will be rtp not be? it cannot do everything. much of what we will be looking for is the back from the jurisdiction, including asset, as to what it will take to make this kind of growth happening. >> -- supervisor campos: i feel that we are being taken for granted in terms of what this means for san francisco. the goals are very ambitious.
