supervisor campos: thank you. just a final overall question, do you have a sense of what other cities do with payroll? is there a manual in putting that happens that is typical in other cities? >> this is the implementation of human capital management, functionality that goes across human resources, payroll time, and labor and absence management and benefits. what we have found is that most large municipalities do have some sort of automated time system. many still do direct time entry into the system as opposed to having employees automatically into the data or enter it into a local system and an interface it. anytime you have manual entry into any system, whether it is online or through some sort of a paper-based system, you are going to have some errors, but you can reduce that by increasing the number of edits and reducing the possible selection for codes to be used to into that time. supervisor campos: is there a process where you have at least a second set of eyes looking at least what has been put into the

supervisor campos: thank you, chief. i want to hear from the head of dpw. >> what we and a lot of city departments do is work to preserve core services. the people out there in the white trucks with the orange vests cleaning streets, wiping out graffiti -- we try to prioritize the way we look at the department. we try to cut from the back office, administration. i have been here for three years. we have eliminated a number of management positions and support positions. we have eliminated things like unnecessary vehicles. we have reduced cell phone. a lot of this stuff behind the scenes are not necessary to directly support direct services. we look for efficiencies in the way we deliver services. if we can do something with three people instead of four, we look at how we can deliver the same amount of services with a smaller budget. we focus on workplace safety. when we do not work safely, we have people out of work being paid. we pay a lot of comp costs. general health inflation has been going up at 5%. our comp costs ha

[applause] supervisor campos: a queue. one of the recurring themes we're hearing from the speakers -- thank you. one of the recurring themes we're hearing from the speakers is the the programs are literally saving lives. how do we deal with that as a city? last year, we added about about $1.7 million in violence prevention funding. there is a real danger that a lot of that will be eliminated t. how do we deal with that? what happens in our community? >> i am with the health department. i wanted to talk about the community-based organizations. we have several hundred organizations. it represents about half a billion dollars for the city. for the last two years, it has been bringing the organizations together to talk about how we can strengthen the partnership between the city and the community-based organizations. they provided great foundation for the community as a whole. the stronger the organizations are in being able to manage finances and programs with the city dollars, the better and stronger they are. this is an imp

"contains provisions which prevent health-care insurers, referred to as payers in the agreement, from challenging the reasonableness of the sutter hospital bill." this is accomplished through audit policies. these policies provide that question an opinion regarding medical necessity, reasonable of charges and the propriety of providers's usual and customary practices are beyond the scope of an audit and shall not be part of any audit permitted

supervisor campos: thank you. gracias. the general question to department heads who have not had a chance to speak. how do you decide how to cut? how you approach where to begin? what are your priorities? how does the process work, if you are a number of the public trying to understand how the process works? >> of the juvenile probation department, we start off by developing our guiding principles to develop our budget. we have to look along -- at the law, the welfare and institution could that guides the operations on our basic, primary responsibilities related to the processing, guidance, and direction of youth and families that find their way to the juvenile probation department. we focus on our basic principles and services that we must provide to comply with the law weslest we find ourselves ia position where the city would be subject to a lawsuit if we did not provide those services. we believe strongly in the development of competencies' within youth and families that enable youth to grow and become productive membe

supervisor campos: thank you. i know we have a number of speakers, so why don't we move on to the second speaker who is here to talk about the issue, or at least begin discussion of the issue of hospital market consolidation in san francisco between northern california -- in northern california between 1990 and 2010. thank you for being here today. >> [inaudible] supervisor campos: [laughter] yes. >> [inaudible] oh, thank you. hello again. in the co-director of the center for policy analysis. i have a doctorate and master's degree in public health. i believe the reason -- the reason i'm here today as i have worked on health care reform at the national level in the u.s. senate and the 1990's and more recently on this effort. also here in san francisco in the 1980's between the master's and ph.d. in the senate, i helped organize a group in san francisco called the community health coalition, which advocated for the department of public health's budget. i share with some of the people in this room is a memory of some

supervisor campos: thank you. now we will hear from the citizens' advisory committee. good morning. >> i am the former chair, but in the absence of the chair and vice chair, i am here. we had three items on our agenda that were also on your agenda. two of them were action items. your item number four, about the bikeway in golden gate park, it was approved unanimously. i do not remember particularly who -- i'm a member of the bicycle coalition was wondering -- i will say the park commission, but we had to revisit this. there were areas where the road was not wide enough to accommodate the design. anyway, we approved the measure unanimously to read your measure no. 5, we also approved unanimously. one of them with some changes to the university communications station and replacing the liner at tel street station. you've got to do that. you cannot have puddles of water on the floor. first time there is a lawsuit, you will lose. we recommended that one in light of those factors. supervisor campos: colleagues, and any

supervisor campos: i think it is possible to do that. even though we have these great districtwide elections, i think district election still allow you to deal with larger issues. we feel that we certainly have demonstrated that as a board. individual supervisors have demonstrated that. one of the pieces of legislation we worked on last year that we are very proud of is the health services master plan, which is legislation that for the first time has a city like san francisco thinking about the health needs of the city of seoul. -- cities as all whole. it is good for us to know what the health care needs of the city are going to be in the next couple of years or long term. so, making sure those who do planning and other things, that we think strategically about the need citywide and also neighborhood by neighborhood. and we were able to do that and pass that legislation as a district-elected supervisors, even though this is legislation that impacts the entire city in the future of health care in san francisco for many years to come. i th

supervisor campos: there is another issue. that is the question of making sure the program is offered to add a first pool of ratepayers. the survey shows certain trends. that does not mean we will not need to clear obligations we have under the law which requires that low income ratepayers are also included. i assume that the puc will address that issue in your presentation. miss hale? >> we have touched on some of the program design elements i wanted to go into detail on. let me summarize and do that now. let me remind you of the three areas -- products, phases, timing and redesign. the product we recommend given the customer desire demonstrated in the attitude survey is a 100% renewable product. that is relying on a mix of california compliant renewable portfolio standard products and other renewable resources. that is 100% greenhouse gas free. we will be pursuing our in-city renewable generation and our program implemented energy efficiency on a parallel track. please nknow the customers we have talked about already will be

. ♪ supervisor campos: next speaker, please.s a low-income family of six, i am very concerned about the hospital sturgeon higher rates. my concern is also the concern of most residents. the plan of constructing a hospital and the neighborhood will not solve the problem. given the fact that they are here addressing the issues being raised by the community. they own a one-third of the market share. it is considered the largest hospital in the city. it is 44%, a virtual monopoly. we know that monopoly is equal to control and dominance. who will stop them from hiking. they charge 37% more than the state average while they operate st. francis and st. mary's in san francisco. i think we believe the health care is not a commodity that can be traded. what san francisco residents and workers need is access to affordable health care. they're showing a willingness to communicate and to have not said they will make their hospitals accessible. we in the community association are asking our government officials to stand behind the people. sup
