chairperson campos: thank you. i know a number of members of the public are here to speak on this item. i look forward to their comments. if you can please come up, you each have three minutes. >> good afternoon, commissioners. i appreciate the opportunity to give a little more information. i was with the san francisco voting task force. we spent a couple of years studying voting systems in particular. that report -- i think it is still available on the web. certainly, paper copies are available somewhere. that would give you a great overview of voting systems in general. we also discussed in that report ranked choice voting. there are a couple of high- level things. the most important thing to consider here is transparency. that is to get as many allies on the system, and the things that calculate the votes, as is possible. this is missing entirely with proprietary-owned vendor operating software systems. essentially, software is proprietary in protected by all manner of rights and secrecy, so nobody gets eyes on

commissioner campos: mr. campbell, as you're doing this analysis in looking at the data, when you think you will have a better sense of what the often- out number will be? >> we think it will have results to share about one month's time. commissioner campos: can you talk about if you are communicating with some of the advocates to make sure that the rate is as low as possible? >> we have discussions regarding local power work and they talk about off-out rates there. it is very much a plant discussion. we're keeping those dialogues open. just so i can be complete, the proceedings related to the cpuc and state legislation, the latest intelligence is the cpuc is making a final decision on what the performance bond would be, and it is really an august timeframe. it is related to bonds for direct access. those are going through the process first. regarding the implementation of state legislation that we had, it is moving forward with proceedings of having their be enhanced code of conduct for how the utility's int

supervisor campos: i think it is possible to do that.though we have these great districtwide elections, i think district election still allow you to deal with larger issues. we feel that we certainly have demonstrated that as a board. individual supervisors have demonstrated that. one of the pieces of legislation we worked on last year that we are very proud of is the health services master plan, which is legislation that for the first time has a city like san francisco thinking about the health needs of the city of seoul. -- cities as all whole. it is good for us to know what the health care needs of the city are going to be in the next couple of years or long term. so, making sure those who do planning and other things, that we think strategically about the need citywide and also neighborhood by neighborhood. and we were able to do that and pass that legislation as a district-elected supervisors, even though this is legislation that impacts the entire city in the future of health care in san francisco for many years to come. i think it

chairperson campos: any questions for mr. campbell?i may follow up on a couple of things -- on the issue of the opt out rates, i think it is good you are doing some follow- up additional work on that. i think we should get to as clear a number as we can. i think the rate will be lower than what we have discussed. i think it is good that we are doing what we are doing. my hope -- i do not know if that is a possibility, that we can have a clear idea of what that number will be by the time we meet again as a commission. i do not know if that is possible. >> we can definitely start getting it more refined, in terms of the final number will ultimately will use. we will frankly be tinkering with that up until the last minute. one item that we are researching -- we had done some market research before to test a different question that we have been trying to apply toward it. we are considering doing some more targeted follow-up to help define that. in terms of the work the team has been doing, it is looking like -- it really depends on what ty

supervisor campos: a couple more questions. i'm wondering if you could say more about the use and collection of data through the sig program. wondering what is being collected and how that will be used? >> all the indicators are listed earlier are being collected for the purposes of compliance and showing performance on the sig grant. many of those are not new. some of them are new. if not new, they are not things we had as much of by a systematic catalog. dual enrollment, we're becoming more systematic about understanding which of our students and how they are impacted by dual enrollment by -- in high school and community colleges and other locales. there is not much extra new data. i am trying to think what new data we are collecting. what we're doing, we rely heavily- -- relied on the annual achievement tests. we would know at the end of the year whether we did a good job all year long. if he did not do a good job at the next year you have the whole year before you -- we did not do a good job at the next year and you have th
