it is important for us to remember the economic fundamentals in the canada u.s. economic relationship. not only foritive canada but also for the united states. this is a trading relationship that works for both sides. it works for our american friends even to their preferred measure. are starting to see a recognition of that among many americans. i was heartened to see 76 members of congress sign a letter talking about the benefit of nafta. i think that it is important for us to be approaching these negotiations with a spirit of goodwill and speaking win-win solutions and compromises and that is what we are doing. having said that, i think our approach is to hope for the best and prepare for the worst and canada is certainly prepared for every eventuality. want a good deal, not just any deal. >> the u.s. is not offering any counterproposals of their own. >> let me be very clear that canada will always negotiate with the spirit of goodwill. seeking mutually beneficial alwaysises, we will defend our natural -- national interest. while we have made some very good con

>> once again, former soldiers, like members have mentioned, canada is u.s.'s largest trading partner. currently, the united states enjoys a trade surplus with canada. and in the energy field, it's $37 billion per year. so what we represent to the united states is a safe, secure supply, which as essentially unrestricted, unlimited flow. in well established networks that are already firmly sunk into the ground or travel just above it. and that's energy which quite frankly the united states has to have. funnily enough, on the west coast, the energy flow is mainly west coast and of course central canada, mainly from the north to the south, but on the east coast, stuff comes from the united states up to canada. in the main, though, what we do is send relative states of crude down to you folk. you refine it where the greatest markup exists in the food chain, and you sell it back to us or internationally or consume it yourselves. the relationship with the pentagon and national defense headquarters is in my opinion the strongest bilateral military relationship in the

be no agreement and we revert to the status quo which presumably for some period of time is the canada u.s. free trade agreement people will have to dust that off and figure out what that means for the time being at least. so success is an argument that in canada will be heard was the americans winning. failure is nobody winning. from the canadian public's perspective, how do those two options play out? >> look, that's a tough situation. i agree with that. if i just maybe get to it in a second and maybe go off of what newt said about trump obviously, if he's unpredigable to you, he's unpredictable to me. whether he says it's the worst deal or second worst deal ever, i am not sure because he is unpredictable means his behavior has no consequences. i don't know how you go from categorizing nafta the way he has done it and so comprehensively and coming out a year from now with modernized agreement with a couple of digital chapters and say look it's now a great deal. i don't know how you get from here to there. the other thing i just would put in everybody's head back to what i said at the beg

u.s. and canada. and the u.s. position is that canada has vieite lated those agreements once again. and that is on a preliminary basis we've made that determination. the final determination will be not too far in the future, one way or the other. assuming that the final determination is the same, the tariffs that were imposed which were a little bit over 20% tariffs, will continue to be collected. they are being collected as we -- they have been collecting f -- collected for a while. they have made agreements in the past. we'll make agreements in the future. we had an equally difficult thing with the mexicans with sugar. we got that resolved. not easily, but got it resolved. things can get resolved over time. > >> i also want to ask you, there was one of the headlines out of today's meetings between prime minister trudeau and president trump was a line that the americans would be more than prepared to consider trade deal a bilateral with canada that would exclude mexico. it's kind of catching people offguard that this is being mused out openly and publicly by the president. >> well,
