i'm candice nguyen, nbc bay area news. thank you candice. things are getting back to normal near zuckerberg san francisco general after a natural gas leak triggered a major evacuation earlier today. it started just before 10:00 this morning. the fire department says a construction crew accidentally hit a gas line at 24 and new hampshire streets just a couple blocks away from the hospital. roads were closed and businesses and residents from at least four apartment complexes had to leave the area as pg&e crews capped the leak and made repairs. the tesla driver, who slammed into an apartment building and sparked a fire has died. we first reported this last night at 11. it happened on old springs boulevard in fremont. firefighters say the driver ran right into the first floor of an apartment building, and then his car caught on fire. the first floor was vacant, but people who live in the upper floors were forced to evacuate. firefighters say the driver was a 46 year old man from fremont. we spoke with a woman who saw the crash and then he just s

i'm candice nguyen, nbc, bay area news. thank you. candice. a break in a south bay sex assault investigation. san jose police say they've arrested this man, philip silva, for an attack back in june. police say they got a call to a business on lincoln avenue in midtown. and when they arrived, they found a person who say they was sexually assaulted by silva. investigators say silva had offered that person massage services in a separate office space in the business. this is an ongoing investigation. anyone with more information should call police. antioch has a new city manager tonight. the east bay city has been without a permanent city manager for over a year as it grapples with gun violence, staffing shortages and a federal probe into the police department. as nbc bay area's christie smith explains, the hope is now that a new leader will mean a new outlook for the city. we launched an extensive process to find the right city manager to carry out the reforms. we have to continue to help unite our city. antioch mayor lamar hernandez thorpe welco

and candice, fill us in on some of those complaints there. so how often are they being refused for those rides? yeah, we spoke to a san jose teacher, and over the summer she sent me videos showing she was refused almost on a weekly basis. and she relies on a guide dog to get to and from work safely. i watched all these videos. they range anywhere from the driver saying, look, i just don't want a dog in my car, which is illegal. if the animal is indeed a guide dog to them. seeing the guide dog and driving away before even stopping the car. and quite a number of the videos show the drivers even argue with the blind individual saying, hey, you should have signed up for uber pet. but there are two main issues with that. we found these guide dogs are not pets. they are as necessary, as essential as a wheelchair, as crutches. and these pet features. it's like you guys, if we brought our dogs on and it's a pet, you usually comes with a $510 extra fee. well, that's an extra fee that would be discriminating financially. so that's also not a solution.

overnight investigative reporter candice nguyen joins us now.his summer, candice broke two stories that brought out a lot of scrutiny to the superintendent. big news today. yeah. big news. laura. this news comes as a surprise to many staff members across the county, as well as parents of students. the county office of education tells me it will be business as usual at all locations throughout today. but it was late last night at a board meeting. board members voted to terminate superintendent mary ann duggan, who you're looking at right here without cause. they say they have placed her on paid administrative leave for 30 days, and that's effective immediately. so that motion was passed with three yeses, two no's and laura, one board member abstaining from voting. and so without cause, we really don't know why they took this action yet. no, we don't know why. i've reached out to every board member to ask why the board is not specifying. however, a source close to the board says the reasons behind these actions. they do involve some of the concern

coming up at 11, investigative reporter candice nguyen presses city leaders for answers and hears from one council member about the action he's taking. the santa clara county superior court has denied the former county school superintendents request to be reinstated. mary ann dewane was removed without cause by the school board. two weeks ago. board has yet to give a reason. the move came a few months after nbc bay area first investigated complaints that the office of education misused some federal head start funds while dewane was in charge. yesterday, a group of teachers, parents and a current board member called for a civil grand jury investigation into dugan's firing. they also called for her to be reinstated. well, today, a judge denied dugan's own request to get her job back, stating the board had the authority to terminate her and to now pick a new interim superintendent. the board is expected to appoint charles hinman to that role during tonight's meeting. it was a fist seen around the world and 56 years later, the san jose state community is honoring the legacy of olympic athl

let's bring in our investigative reporter, candice nguyen, who's been on this story.bring me back again. how did this start? yeah. so again, board members are not officially saying this is why she was fired. but that source tells us it does have to do with some of the concerns we first reported. we first talked to that mother yadira orozco. so it was in july that we first reported on complaints that sparked a federal review of santa clara county office of education over allegations of misuse of funds. now, here in this video, this was this summer. we were actually there when six federal monitors went to headquarters to look into those allegations. then shortly after this, we heard from employees who said they were being retaliated against for coming forward with these complaints. and now here we are, about two months later, the majority of board members voting in a42 vote, with one trustee abstaining, saying they are terminating superintendent dewane. okay. and just quickly like what? what are some of the what do you can tell us about the firing? but also what were so
