the smith-cantor amendment zeros out the s.b.e. increase for fiscal year 2015. this should encourage the n.s.f. to apply higher standards when awarding its grants. yesterday the house science committee marked up the first act, legislation that re-authorizes n.s.f. programs. my colleagues and i approved an amendment to the bill that cuts $150 .e. directorate to million, $100 million less than the current fiscal year. that's where we think the discussion ought to start next year. this amendment is only the first step. i also want to point out the s.b.e. directorate isn't the only source of questionable n.s.f. grants. for instance, n.s.f. handed out $700,000 for the great immensity, a climate change musical and $5.6 million far climate change scavenger hunt and phone game. such grants make taxpayers even more skeptical about how their hard-herbed tax dollars are being spent and

. >> well, cantor, you're selling music, what is the best outcome for this. what is best for the musician and living public? >> i mean for the public you would like to see things b be--it's two-fold. you would like to see things be as cheap as possible for them the cheaper it is, the more people you can reach. if you made everybody pay to watch a youtube video, would you rather each 50 million or 500,000? making it cheap and accessible to people is important. i don't like beats model of making people pay for it. i think asking for $10 in order to get access to curated play list is --not necessarily something i think is smart. i think if they made that free it would be better and the incentives to make people pay for it. for beats, jimmy is a businessman. he's not going to let anything go too cheaply. for the music producer you can't defile it too much. make it as cheap as possible for the listener. the listener doesn't want to pay for thing. and the songwriter and the prow the producer, they don't want to give anything away. they have to meet in the middle. >

cantor: mr. speaker, i thank the gentleman, chairman from california. mr. speaker, i rise today in support -- in strong support of this resolution to hold ms. had lois lerner in contempt -- ms. lois lerner in contempt. the substance of this resolution should not be taken lightly. the contempt of the u.s. house of representatives is a serious matter and one that must be taken only when duly warranted. there's no doubt in my mind the conditions have been met for today's actions. mr. speaker, there are few government abuses more serious than using the i.r.s. to punish american citizens for their political beliefs. the very idea of the i.r.s. being used to intimidate and silence critics of a certain political philosophy is egregious. it is so egregious that it is practically -- that it has practically been a cliche of government corruption in works of fiction for decades since president nixon's administration. yet, mr. speaker, unfortunately in this instance, under ms. lerner's watch, this corruption became all too real. conservatives were routinely targeted an

cantor's non-answer assumes the reason, as he put it, for another benghazi investigation is obviously legitimate, assuming security for example. and that may be the motivation for some republicans. but for many others, benghazi no longer reflects a tragedy as it should. it reflects an opportunity. that's why members of the republican leadership are so eager to fundraise off of it this week, before their new committee is even officially formed. that's why the word benghazi itself has taken on such force on the right. it's become sort of an or gin story for the myth that hillary clinton was a bad diplomat and barack obama a failed commander in chief, even as the previous investigations and reviews found no such conspiracy from the top. and that's the hypocrisy at the root of this never-ending story. the very republicans who began an inquisition to supposedly defend and honor our fallen heroes are now the ones turning those very deaths into political theater, political posturing, and as you're seeing today, a whole lot of political fund-raising. joining me now is msnbc.com executive edit
