time to speak. >> my name is mike walcul and i leave on par dies avenue right across from glen canyon park where i have been living all of my life born and raised across from the park and about the subject of the trees, i have seen with some of those trees have come down and it was an act of god and no one has been hurt or killed. especially in these times when years when you have an el nino year where you can have the storms and the trees come down before anybody realizes what is going on, the next thing you are dead and something should be done. some of those trees are dangerous, it doesn't matter what anybody says, some of those trees are dangerous and just a matter of time before somebody gets hurt or worse or yet killed. >> i just wanted to say, allow this work to be done over here in glen canyon park. a lot of that should have been done years ago and everything. that is why the place is in bad shape from years of neglect. because nobody at rec and park or city hall really cared about showing an interest in glen park when things are like deteriorating with the rec center building. and

>> so, we have done an analysis of trees in glen canyon park generally and we do them for a variety of parks. we have identified that there are a lot of trees, particularly trees along the perimeter of glen canyon park that are in bad shape. the bond of a separate program called a forestry program has identified that some of those trees do pose safety risks. there will be a public process around those tree removals and you know in time that those projects are clearly identified. probably in the next few months. folks have sunshine draft of those plans and they have seen those plans and i think that is what is entering some of the concern. i know that you probably have heard a few years ago we had a fatality in stern grove and a couple of weeks ago we had an incident where a limb fell on an handicapped individual in the panhandle. we take the tree care seriously with the limited resources that we have and that is part of the work that we do to achieve the goals. >> but the landscape plan is not addressing solely trees that are on the verge of failing, right? >> the plan addresses trees

the rec and parks assessment for glen canyon only identified one, high risk tree for removal with the renovation project. it is the other assessment called for the suitbility that is removing the remainder of the trees. so, we respectfully request that the board of appeals revoke the building permit for any work on the hillside. there isn't conclusive proof of compliance with the state and environmental regulations for any such work in the hillside. once the 130--year-old trees are gone, they are gone forever, along with much of the loved character of glen canyon park. thank you. >> okay. we are hearing from the department, now. rec and parks? >> >> hello, i am karin mondiborda c, i am the deputy director and the project manager for the glen park project and i am pleased to be here to have the opportunity to respond to this appeal and provide information on this important project. >> glen canyon park is an extremely special and diverse environment with the mix of natural amendties and others. >> the challenge that the public has before them with any, capital project is to balance thos

canyon for decades. and we have deep roots in our community. i ask that you deny the appeal. and rely on the experts with recr, and parks, thank you. >> thank you. >> next speaker, please? >> my name is tony astrela and this is my daughter kristin, we moved directly across the street from the canyon we are where diamond heights boulevard and elk come together and when i walk out of my front door i look to the left and i see all of those trees. kristin our house was built around a huge tree that existed for 20-some odd years until a branch fell off and it was removed. if those trees are removed it will destroy the quality of life, i think. not just for the people in glen park down by the playground, but all of the people surrounding all of glen canyon, if you have ever driven down oshanasy, you know that the canyon is huge and it needs its mature healthy trees. i am curious to know of those 58 in this initial plan that are to be removed, how many of those are hazardous? >> how many are mature healthy trees that have no need to be removed on the hillside? i don't think that anybody objects to the fact that the rec center

canyon creek side loop trail. also to authorize director of real estate to file a memorandum of unrecorded grant agreement on the trail portion of the park. the glen canyon creekside trail is part of the 2008 clean and safe neighborhood park bond trail program. the intention of the 2008 park bond is to leverage bond funds to secure additional grant funding. this grant is one of three that will provide additional funding to trail projects identified in the 2008 bond. in 2010 and 2011 the recreation park department and trust republic land held a series of meetings regarding improvements to glen canyon park. this project is the as a result of that public process. the content plan for the glen canyon trail system, which includes creek side trail loop was approved by recreation park commission in august of 2011. we expect the bid and award for this to happen later this year, or in early 2013. and construction to be scheduled in spring of 2013. the state park grant funds provided through this program will be used mostly to the existing creek side trail. the state park grants require

if you are not an easterner, it's hard to understand that the ocean to us is the grand canyon, yellowstone park and everything else combined. it's gigantic part of our economy but who we are it's a gigantic part of the culture as well. martha: outrage in new york city as the buildings department hits shell shocked homeowners in one queens community with housing violations if you can believe that. eric shawn joins me in breezy point, queens which has been devastated. what's going on with this? >> reporter: imagine you're home is destroyed or severely damaged and you come home and there is a red sticker on your door that threatens criminal prosecution. it says you are failing to maintain the property and you are in violation of building codes. the stickers from the new york city department of building, the agency said they are meant to try to document the damage. but despite that, folks say they were shocked. >> we have no structure damage. we called the building department back down to see if they will reevaluate the structure. >> they have to rip it apart. my stuff is inside but i can't get it

c-e-q-a, of course, we've had recent examples of one persona peeling park permit at lafayette park, also at glenn canyon, delaying these important projects for months. we saw what happened with the north beach library. again, the intent of this legislation is not to reduce the public's ability to legitimately challenge a c-e-q-a document. this is an important part of the process, this kind of appeal, and it must be preserved. this legislation simply provides that if you're going to challenge a c-e-q-a determination, any member of the public may do so but must do so when the project's authorization is first considered, not at the 11th hour after you've perhaps lost all of your other challenges to the project. and under this legislation, public noticing will be enhanced so the public will be made better aware that an appealable determination has been made. planning staff will provide you with a detailed overview of the legislation, but i just want to note a few key changes. the first and possibly most significant change is changing the timing of an appeal of a categorical exemption. right now under our ru

park services' connection to all of this? we have our centennial of our organization coming up in 2016 in four years, and we feel what we believe are america's best ideas. it's grand canyon, yosemite, but also stewarding america's history and that would include independence hall, gettysburg, mount rush more, and most recently flight 93. my dress uniform and that famous hat is really derived from the world war i uniform from 1916, little changed from that time. the first rangers that patroled our parks before there was a park service were calvary soldiers. the presidio here in san francisco sent buffalo soldiers up to yosemite and sequoia every summer to control the parks, to keep the poachers out and to begin the construction of roads. the first federal superintendent of sequoia national park was colonel charles young. he happened to be the third african-american to graduate from west point. he went on to become the first black colonel in the army. amazing story. i believe he'll be honored sometime later this year by some sort of a national monument at his home in ohio. so, pretty interesting fellow and pretty amazing leadership demonstrated. today our rangers across the
