the caps don't apply to war funding.n or related activities are not covered by the caps. for that sort of funding, what we have done in this report is to follow the traditional approach of growing with inflation. some people, of course, have noted that we don't expect to be fighting in those places at the same level of intensity in years to come, so one of the alternatives we have tried a number of times to illustrate is how much difference it makes ft level of funding for that type of overseas operation goes down, so we picked a hypothetical path here. this is not meant to correspond to any particular strategic approach to u.s. national security. it is just trying to illustrate how much difference it makes it the level of the funding comes down. i think this is the same scenario we did in a previous report. again, not take the specifics as analysis of defense strategy. it is just meant to illustrate how large those numbers are. of course, we have been doing a good deal of war funding, so if one tapers that off, one can

it is cut, cap and balance, which i was an early supporter of -- of which i was an early supporter. in addition to providing short-term relief by cutting and capping spending, it provides for a long-term solution for passage of a strong balanced budget amendment. now, this proposal falls well short of cut, cap, balance, and therefore i -- i reluctantly cannot support it. i would like to address a technical point about this package that raises concerns for me. whether the president is looking to the deficit reduction committee as an opportunity to raise taxes. he says that he is, as have some of my colleagues in the senate. i do -- i do believe that it will be very difficult, given the committee's charge to reduce the deficit, to raise marginal tax rates. however, i worry that some democrats will be looking at tax expenditures in order to hit the committee's required deficit reduction targets. now, this would be a mistake for a number of reasons. the president has referred to tax expenditures as -- quote -- "spending through the tax code." unquote. but rhetoric aside, tax expenditure

so i would take as my energy policy, not a cap and trade approach, i oppose cap and trade. i would not put in place a gas tax or carbon tax. what i would do is to follow policies that get america energy secure and energy independence of the cartels. what are those policies? use more natural gas. we have in abundance. we have learned how to drill not just vertically but horizontals and to capture all sorts of naral gas. we have hundreds of years of it. natural gas emits less co2 than coal. if we use natural gas, we not only free ourselves of foreign sources of energy, but would also reduce our co2. i like nuclear power. when we build our nuclear power plan, we should not put the diesel resurgent backup level at fault lines. i would like to see just drilling for oil, find technology from cln coal. and so i want to use the resources. i want to e more efficiency. these things will get is on track to become energy independent and secure. as a byproduct, tehyhey reduce co2. it can't hurt. i am not a scientist. i cannot tell you how much of the warm and i think we are experiencing

it's a capped tax.s is nice if you are wealthy, but means nothing if you're one of the millions of americans who makes less than $106,800 per hour. as warren buffett wrote in the "new york times," quote, the megarich pay income takes at a rate 156% on most of their earnings but pay practically nothing in their payroll taxes. it's a different story for the middle class. typically they fall into the 15% and 25% income tax bracketts and then they are hit with heavy payroll taxes to boot. president obama is pushing to extend a tax cut that primarily benefits the poor and middle class. now, you think he would have no trouble finding support for this or any tax cut in the republican party. all by 13 of the 287 republican members of congress have signed grover norquist's blpledge to oppose all tax increases including loopholes. would a pledge signer violate that oath if they let the tax cut expire? apply for the question of extending the tax rates. it governs how you vote. there's no vote on expanding the tax
