it is cut, cap and balance, which i was an early supporter of -- of which i was an early supporter. in addition to providing short-term relief by cutting and capping spending, it provides for a long-term solution for passage of a strong balanced budget amendment. now, this proposal falls well short of cut, cap, balance, and therefore i -- i reluctantly cannot support it. i would like to address a technical point about this package that raises concerns for me. whether the president is looking to the deficit reduction committee as an opportunity to raise taxes. he says that he is, as have some of my colleagues in the senate. i do -- i do believe that it will be very difficult, given the committee's charge to reduce the deficit, to raise marginal tax rates. however, i worry that some democrats will be looking at tax expenditures in order to hit the committee's required deficit reduction targets. now, this would be a mistake for a number of reasons. the president has referred to tax expenditures as -- quote -- "spending through the tax code." unquote. but rhetoric aside, tax expenditure

so i would take as my energy policy, not a cap and trade approach, i oppose cap and trade. i would not put in place a gas tax or carbon tax. what i would do is to follow policies that get america energy secure and energy independence of the cartels. what are those policies? use more natural gas. we have in abundance. we have learned how to drill not just vertically but horizontals and to capture all sorts of naral gas. we have hundreds of years of it. natural gas emits less co2 than coal. if we use natural gas, we not only free ourselves of foreign sources of energy, but would also reduce our co2. i like nuclear power. when we build our nuclear power plan, we should not put the diesel resurgent backup level at fault lines. i would like to see just drilling for oil, find technology from cln coal. and so i want to use the resources. i want to e more efficiency. these things will get is on track to become energy independent and secure. as a byproduct, tehyhey reduce co2. it can't hurt. i am not a scientist. i cannot tell you how much of the warm and i think we are experiencing
