joe johns joins me from capitol hill.hat do the american people think about it. >> we've got a new cnn orc poll. frankly, randi, the resulting are fascinate bug not necessarily surprising. let's just take a look at them. starting out with the president's jobs approval rating. this is always high among democrats but actually down 3% from 80% to 77%. among independents, the president's job approval rating is up three points. and among republicans, it's up six points, but then that only get him to 12% so that tells you something. meanwhile the bickering an confusion on capitol hill continues to have its effect on the job approval ratings of congress. we'll take a look at that. when you look at that and ask the question how many people approve, 14% approve. 84% disapprove. we gave them a fill in the blank question. elected officials who have dealt with the debt ceil having acted like responsible adults. only 17% said yes to that. spoiled children, 77% of respondents have said that congress has acted like spoiled children. how

john king is up on capitol hill getting ready for "john king u.s.a." it looks like it's moving very quickly in favor, but democrats are sort of waiting and waiting before they actually push that button? >> that's a planned strategy. the democrats have decided if we have to eat our peas and vote for something we don't like, we'll be there in the end because they have a democratic president. they realize many of them are going to have to vote for this, they want the republicans to carry the water, to kaert ball, and get this compromise at least close to this finish line before a number of democrats are willing to push it over. 44 republicans have voted no already, you mentioned they can change their vote. john boehner lost 22 on friday night with his compromise plan. only nine republicans voted no on the original cut cap and balance plan. what you see here are obvious growing republican dissatisfaction with this compromise. some conservative groups said it could open the door to tax increases when you have that super committee. some of them don't like th

he is live on capitol hill for us now. mike?reporter: well, jon, we just heard senator mcconnell say during your commercial break that this is changing the way washington operates, this deal. for years and years, presidents of both parties when they wanted to raise the debt ceiling, congress has authorized it. this changes the way the operation goes from this point forward, essentially, saying that if you're going to raise the debt ceiling in the future, there will be cuts attached to it. and so senator mcconnell celebrating that. we've heard a lot of pluses and minuses about this piece of legislation, a lot of lukewarm support. some will tell you that that is because it is the product of bipartisan compromise, but all indications -- excuse me -- all indications are they will have the 60-plus votes to pass this through the senate to president obama to avoid this default possibility for the country. and then we move on to the next fight. jon? jon: mike emanuel keeping an eye on things live there on capitol hill. what a day. thank

i want to go to capitol hill. kate bolduan, our congressional correspondent, is standing by up on capitol hill. the house has gone into recess until early in september. the senate expected to do the same thing pretty soon, kate? >> reporter: that's absolutely right. when they return, i'll tell you, we are hearing it on the senate floor this morning and heard it a little bit from the president, you can really see where in terms of this battle, this debate over deficit reduction, where the focus is going to shift. it will very quickly shift to this special committee, this committee of 12 that will be -- these are 12 congressional members of congress that will be picked by party leaders and they will be equally divided on this committee. they will be charged with really tackling the tough stuff, taking on entitlement reform and tax reform and really working towards more than $1 trillion in further deficit reduction that they'll need to report back to congress by thanksgiving. that might seem a far ways away now, but

i think they pointed fingers at the dysfunction of capitol hill.nction of capitol hill happened primarily because you had a group of people who didn't want to negotiate and were willing to take the country over the cliff. i think the tea party loses politically. they have outsized leverage within the republican party and in washington. it's really a disconnect, i think. if you held the 2010 elections over again today, i don't think the tea party would come out the big winner. >> interesting. >> but we can't rerun elections unfortunately. >> what about how imper ty pep it for the president to make progress on jobs and how can he go about doing that? >> well, he has a number of proposals on capitol hill that have been languishing. you know, the infrastructure bank, trade deals, extend the payroll tax holiday. they are all worthy ideas. they are being blocked on capitol hill. he has to make it clear who's doing the blocking. but there are a lot of smart people in the white house. they have to come up with some sort of a big idea that can capture the p

there is also a meeting going on on capitol hill. we are told that the vice president will travel to the other side of the capital. following that meeting the vice- president is playing a key role behind the scenes by a meeting with mitch mcconnell at the white house and on capitol hill. we will have coverage of that. we know that john boehner and eric cantor will be meeting with reporters at 1:30 eastern time. on c-span 2 we will have the white house briefing getting under way at 11:45 eastern time. the house of representatives will be in session at noon. the debt ceiling, in essence, is what congressional leaders have agreed to. a $2.40 trillion increase. $1 trillion in cuts over the next 10 years. the commercial committee will find additional cuts. congress will have the ability to vote on a balanced budget amendment. 10:35 eastern time, nothing on the president's schedule. we are told that he is holding a series of closed-door meetings and working the phones. pretty much guaranteeing 60 to 70 votes, saying the speaker guaranteed

he mentioned clearly about the things that are already up on capitol hill that can be acted upon immediately in terms of the trade deals that have already been negotiated that will support or create something like 70,000 american jobs, the need to get patent reform through and free up innovation and then obviously a measure that we believe will have bipartisan support to create an infrastructure bank to help private sector businesses to help build our bridges, highways and airports. congress can act on that when they return from recess. >> after the bipartisan struggle we have seen over the last weeks and months they are trying to pass unemployment benefits which republicans will probably call more stimulus. going to be a hard sell? >> i don't think there is anything we assume as an easy sell in washington, because these are tough issues. we believe there will be bipartisan support for doing the right thing, which is in this case is extending a tax cut for working americans that will help them deal with high energy prices and also give them more money to spend, which, in turn, spurs economic

let's go up to capitol hill right now. kate baldwin has been working this story very, very well for us. lawmakers are already getting ready to move on. they're fighting even as they're getting ready to move on. >> if you can believe it, wolf. this senate vote brings to a close a one fierce partisan standoff here. one fight it seems law make res already drawing the battle lines for what could be potentially the next showdown and the focus here is on this new powerful committee set up by this debt deal charged with looking for much deeper deficit reduction measures. this special committee is going to be made up of 12 members, evenly divided between democrats and republicans. the members are selected by congressional leaders and are charged with finding $1.5 trillion in deficit savings. now get this, they're required to report their recommendations to congress by thanksgiving. and congress has to act then on those recommendations by the end of december. many people saying that's quite a tall order and quite a short time line

i have been talking to people within the administration and close to the administration and on capitol hill, it is well, call them back and what will we do? what would we get done? why would we look better? why would the markets feel better if congress is back displaying the bitterness and the polarization that they reakr reacted to negatively over the summer. some people want the president to be fiestier and campaign advisers who want him to slap around the congress more, but i'm not sure what that will mean, because substantively the president said he wants trade deals and cut taxes and infrastructure and it is not likely he will get applause from congress for all of the proposals so i'm not sure what would be accomplished if they came back now. >> and john, how much weight does the fed carry in times when we are facing a financial crisis? >> well, a lot of weight. the fed has had a greater effect on economic policy i believe since president obama came into office than president obama has. qe-1 and qe-2 were significant in trying to refloat the economy and turn the construction into a exp

with the spending cuts, we can't take a chunk out of this deficit, and we can't get a deal on capitol hill, and so reluctantly he went along and signed the biggest tax increase in history, and which would be $150 billion a year in today's dollars. now, the thing is that ronald reagan was as much against taxes as anybody. we all know that. >> what was the outcome of that? >> well, the outcome was that the next year the economy recovered and we created 3 million jobs in 1983 and 11 million over the next three years and the point is that ronald reagan was against taxes, but he also did not believe in credit card government, and believed that we had to pay our bills at the end of the day, and that is totally different than these credit card republicans today who cite reagan. they are misciting history and this is revisionism and it utterly ignores the real facts of what happens. and now today they say that -- >> well, before we end the interview, because we only have so much time mr. stockman, so pardon my interruption, so what did john boehner do wrong in your estimation? >> well, this was ju

for july there is worry about what they will show, especially on capitol hill.n the white house. >> the expectation is that nothing really will come of the jobs report, things will just stay stagnant, which is terrible. no improvement. just sitting at 9.2%. i was going to ask what charles was saying the number two reason we saw the stock market go down today was because people look at the debt deal and deciding it really isn't showing that congress and the united states can really deal with the spending issues. that is why you see the selloff today. the jobs report will add to this. it is going to pretend even more a -- protend more selloff and panic. >> bret: as you look at the ratio and the stats where we are currently according to the omb, the obama administration own assessment and the treasuredy department, the current debt is 97.2%, debt to gdp ratio. end to bush administration, 69.4. end of the clinton administration, 57.3. it's a concern, but what juan, listen to the questions, or some of them from the white house briefing today. >> what is the president

you know, time's awasting on capitol hill. no vote on the debt reduction deal to avoid this government default. what are you hearing, sir? >> i'm hearing that there is a tremendous amount of dissatisfaction with the deal that was negotiated on both sides. on the republican side, there's a significant concern being raised about the question of whether taxes are truly off the table. i think that speaker boehner is right. the way that was structured is taxes are off the table, although there are still those, including president obama who are saying that he thinks there's a way to wrench taxes back into the deal later on. that's raising concerns among republicans. i think all in all, though, there is a growing sense that this is the first step. not necessarily the best step or the only step, but the first step to talking about how much do we raise tacks and spend to how much deficit reduction can we achieve? i think this is true deficit reduction. >> i want to walk our viewers through how this would raise the debt limit and preven

and talking with people on capitol hill about the prospect for the legislation the pushback from not just the chamber of commerce the table communications company and technology companies are not fans of the sort of system that fans of the sort of system that the u.s. proposal and the proposals on the hill would set out to kind of require certain parts of the critical infrastructure to evaluate the systems and kind of report back on that. and i'm wondering what, how the white house is managing the industry concerns on this. >> i think there's a couple things. we said we've rolled out the proposed legislation this is the beginning of the dialogue and by no means the end of the bye all. second coming as we work with the private-sector, not only the white house but also the department and agencies that have the sector specifically committing feedback with a sector and shaping what is it that we really need to do and what are the things they need i don't know that i would characterize the private-sector response of the pushback. there's concerns about -- to make one person characterized

so some of the folks getting feedback on capitol hill described it as significant. >> guest: yeah. and i think the vast majority of people i talk to say it seems to be measured. they want to understand the devil's in the details, we need to define what exactly is critical infrastructure, what is that reporting mechanism. we want to make sure if somebody has a particular reporting requirement now to some government agency that we're not piling something else on top of them. those are the concerns i've heard with the private sector which, by the way, are shared concerns we have. as we get into the details, we need to continue the economic growth that i.t. and technology gives us while still making sure that the lights stay on and we have the ability to communicate. >> host: would you anticipate any changes being paid ma to that -- made to that portion of it? the guts of the legislative proposal and also the thing that's causing heart burn at least among some in industry? >> guest: yeah. i would think as this moves forward congress, if they get more coalesced on what are the details i

is there any movement on capitol hill? >> there is a wellspring of support on both sides of the aisle to make sure there is adequate funding. the administration has the ability to program funding to meet the crisis. there was a donors conference the was inexplicably canceled. they have to get other countries to do their fair share. i mentioned saudi arabia. sudan is getting more than saudi arabia to help in this terrible crisis. every day, a delay is denial if we do cannot come forward. the amount of aid is infinitesimal. the amount of what can by to help is huge. >> this follows up on your question. i get emails any time i write about famine in somalia. i get piles of the mail saying it is their over-population problem. they do not have a government. why should we help? as a congressman, what do you say to your constituents? you are interested in careful federal spending. what do you say to those kinds of questions? >> i say clearly that we are our brothers and sisters' keepers. except for the grace of god, go any one of

nbc news capitol hill correspondent kelly o'donnell joins us. the president was saying it was up to the hill to move it forward. what's the holdup now? >> they were able to accomplish this when so many people were angry over the fact that shutting down the faa for a period of weeks put about 70,000 people out of work for construction projects and some people who work for the faa directly. not in the safety area, but in some of the other operations. when the country was consumed with the whole debt crisis, congress let this stumble across the line and not get done. with all of the pressure brought to bear, what they were able to accomplish was get an agreement to give themselves more time. what you saw this morning lasted mere seconds. didn't require the full senate to come back, just as we like to call it, two of the locals, senators from maryland and virginia who came in and with just a few moments, with the lights on, were able to accomplish this. it does kick the can down the road which is standard procedure around here at times. mid septembe
