on capitol hill this afternoon, the tsa chief john pistole who you saw there will be on capitol hillhis position, but he's going to take it from both sides. at the same time, there is some body of thinking on capitol hill oddly enough, among the republicans, the obama administration has support with the republicans on the hill who agree with this plan to allow these short blade knives, no more than 2.3 inches to be allowed in carry-ones because they think the tsa has gone too far anyway. there are strange bedfellows in in particular argument. but the tsa is really getting an earful right now. >> the flight attendants, the unions, he started this online petition to keep the knives off planes. we're watching this press conference. the unification of groups coming together to talk about this. is it going to be more up to the american people to get involved than the unions or will we see the fact as we watch the tsa chief talk about standing by his decision on this, is it really going to be up to the american people to voice their concerns? >> well, i think that that's always in the demo

looks like capitol hill there, jim, what's the latest? >> it's hard to believe. there's 20 inches of snow 100 miles to my west on the ground. we've got 100,000 people in the state of virginia alone without power. that's because of the heavy wet snow and the wind, which you can see here pretty well. it's just kind of swaying these big trees around. that's really been the biggest issue. we've had bouts of rain, bouts of snow right here at the hill, but nothing that has at least hung around long enough to stick. you know, believe it or not, even in march, even on a cloudy, rainy, miserable day like this is when you're soaked to the bone like yours truly, we are getting absorption by this asphalt. we looked with a laser thermometer, 60 degrees. 60 in the asphalt, takes a heavy period of snow to cool that down. we just haven't had that here. go 25 miles to my west, five inches of snow. another 25 miles, eight to ten inches of snow on the ground. another 25 miles and there's almost two feet of snow on the ground. big difference, of course, you're changing in elevation,

nbc news capitol hill correspondent luke russert joins me now.ngress have gone home, nothing expected to happen over the weekend. what will happen when congress returns monday? >> well, what will happen, craig, is that the house gop will move forward on constructing their budget for the rest of this fiscal year. and that budget will be written as the sequester is become law so that instead of a baseline of -- sorry, 1.043 trillion it's a baseline of 974 billion. that's a wonky thing to say but important because skets like the 974 billion number believe it's a significant cut in spending and why john boehner would have a real difficult time actually trying to do anything to replace the sequester. conservatives don't want a budget above that number. he said as much to david gregory today saying he sees no clear pathway. next week you will see the republicans write their budget for the rest of the year with the sequester in place and as things happen in washington, craig, as you know from your time here, once something is a law in d.c. it's hard to

the head of tsa is in for quite a day on capitol hill. the hearing comes just days after a lawmaker introduced a bipartisan bill that ultimately protests the tsa's upcoming policy change. it is called the no knives act. as it stands. the rule allows passengers, the rule change allows passengers to carry on certain pocket knives. the caveat is the blades cannot be longer than 2.36 inches and they can't be more than a half inch wide. the tsa also plans to allow an asserted array of sports equipment on board like whifl ball bats and it is the knives like so many have said. a man stood up to the terrorists. she says, the change is a slap in the face. >> to completely turn our back on the possibility that a plane could be hijacked using low-tech items, box cutters and knives to turn our back on that is to condemn ourself to repeat history. i don't want that. i don't have any morrisoe sons give out. >> the chief said the knives that have been banned since 911 do nothing more than distract screeners from paying attention to bigger threats like e
