up on capitol hill until very late -- or early morning, i should say. what was the mood in the senate as they were watching senator rand paul continuously object to republican leadership trying to move forward with the stopgap bill? sarah: the mood was sleep deprived. you had a lot of senators not used to being up this late and they really blame rand paul for this. this is something he said he was going to take a stand on and not care about the consequences. he wanted to make sure that this massive deficit busting package did not get through without a fight. he certainly put on a fight. he was on the floor from 1:00 or 2:00 in the afternoon until 1:00 a.m. as soon as time ran out and the senate had a chance to vote, they got through very quickly. it was a very quick pace. they had the regular passage vote all within a couple of minutes. the senators were ready to get out of there. greta: so it passed in the senate and went over to the house and passed over there as well. you had democrats objecting in both chambers and republicans as well, but they had

immigration will be taking hold on capitol hill next week. leader mcconnell set that debate up in the wee hours of friday. we will see all of next week consumed on the immigration debate. we could see president trump bringing up the border bill shortly after that. host: 67 republicans in the house voted no. 16 republicans in the senate voted no last night. who are those no votes and are they likely to vote no again on the trillion dollar omnibus bill? guest: a lot of the republicans who voted against this don't vote for the omnibus bill anyway. and the senate, we had a large amount of so-called budget hawks. members who have been trying to get mandatory spending under control for some time now. in the house, you have some of the conservatives you would expect to oppose this. the house freedom caucus took an official position against the bill. a larger more diverse group of conservatives did not take a formal position. a lot of their members opposed it, but they did not require their 170 members to oppose it. this is something we knew a lot of

we have to start with this developing news over on capitol hill with kasie hunt. kas, as you're in the hall ways it seems like there could sudden bli a bipartisan budget. what are we looking at? can this get done by tomorrow? >> right now everybody is pretty optimistic actually that they could announce a deal as soon as this morning. and there's still some hurdles, don't get me wrng, that we would have to go through here, some lots of words like omnibus andmore continuing resolutions but the upshot would be to avoid a shutdown this week and potentially extend those spending levels for up to two years which could save us at least until september from this governing by crisis lurching from one continuing resolution to the next. so, the challenge might be in the house of representatives they're going to need support from democrats to get this done. nancy pelosi is going to have to help. and that of course, conservative republicans know and they've been a little bit worried about this deal potentially blowing up obviously these budget caps that were designed to enforc

here on c-span3, we're live now at the senate radio and studio on capitol hill. waiting to hear from a couple senators who are part of the so-called common sense coalition on immigration. theirs is one of four proposals being considered, as the senate has taken up immigration policy debate this week, and a measure that the white house just issued a veto threat on. that came out in a statement from sara sanders. this after the department of homeland security expressing its opposition to the measure. republican senator lindsey graham of south carolina on the dhs opposing that says that it seems as if dhs is intent on acting less like a partner and more like an adversary, the comments from the south carolina senator. the president also weighing in on immigration more broadly this morning on twitter, saying that while the republicans and democrats in congress are working hard to come up with a solution to daca, they should be strongly considering a system of merit-based immigration so that we'll have the people ready, willing, and able to help all of those companies

suzanne malveaux on capitol hill. >> there's a flurry of activity in about 90 minutes when the senate will gavel. one will be on stand alone spending bill for the military. thn they take on the house version of a continuing resolution to keep the government open and throw it back to the house. tomorrow the house will vote on a measure which we expect will keep the government going on. at the same time you're talking about this big deal, potentially very big deal, bipartisan deal on the senate side that would avoid all of this fits and starts, stops and starts in funding the government and clear the way for the long term funding here. it would extend government funding for six weeks up to march 23rd but also pave the way for funding for several years. significantly increasing defense and domestic spending in the tune of $300 billion for two years, including disaster relief as well as raising the debt ceiling past midterm elections so it's not a political hot potato and finally also funding some health care programs as well. big compromise, big concession on the democrat's side here, it

and right now mike emanuel on capitol hill. mike did, i hallucinate? are we talking about the democrats agreeing to a deal and the senate that does not have daca or the dealers? >> absolutely correct, harris. folks i have been talking to who have been close to the negotiations say democrats were aware that daca was not ever going to be a part of this deal. now, they have gotten some assurances that immigration will be up next. majority leader mitch mcconnell also a spokesperson for house speaker paul ryan said that the speaker is committed to doing a daca deal when it's something that president trump is willing to sign. but, first things first, we are staring at a deadline and deadline pressure here on capitol hill is often what forces action. so they have reached agreement on the spending deal. yeah, we will be watching them count votes in the house. if speaker paul ryan has signed off on it and house democratic leader nancy pelosi has signed off on it. one can presume they have rallied enough support to get it across the finish line it would give two

you mention the students on capitol hill with lots of requests. they are reacting more this time than any other time. there is a small background check proposal, something that doesn't expand background checks, but something that would incentivize the state and local agencies to improve the background check system. that has a chance of moving forward. that's what the speaker talked about this morning. that's what the senate can move forward on. even that has some problems in terms of procedurally how it would actually go forward, but as it currently stands, republicans i'm talking to in both chambers, john, that is the one thing they point to. the wild card is the president. he comes down and drags mitch mcconnell and speaker ryan to the white house and says, you have to put these things on the floor, maybe that changes indict nam i c -- the dynamic. but i haven't talked to anyone who knows what the president wants and whether he even knows what he wants to do, john. >> when you talk to congressional aides, they're not saying, we're getting calls

kevin, thank you so much for that update from capitol hill.ow a check of the markets as we are seeing that rally still in the green. julie has the latest. julie: we have the results in the past few moments, it was the highest tenure auction stock since january of 2014. it means there was less demand, and it covers 2.34 versus 2.69 previously. a weaker auction perhaps than expected. we see the yield picking up a basis point after the results of this action, leading up to the auction. elixir perhaps the drop in has something to do it that. it looks perhaps the drop in stocks has something to do with that. in's lastest september, and then you have to indirect versus primary and direct -- it is a strong demand from direct bidders for this particular auction. let's see what the latest is as we see enormous swings in the stock market. dow and s&p still hanging on to gains and the nasdaq is down now by half of 1%. but if you look at the bloomberg here, we have the spread between the intraday low and high, and the dow would have the biggest point swin
