we spent a lot of time together on capitol hill. we've spent a lot of late nights like this, i want to get your read on what exactly we've watched over the course of the last 12 or 13 hours and what it means for democrats as they try to move forward right now. >> well, to me, it looks like they're finally going to vote on the bipartisan infrastructure bill. frankly, they should have voted on this thing back in august. they probably would have had close to 80 house republican votes back then. but because they tied the infrastructure bill so closely to the reconciliation bill, they just lost republican votes in big numbers. they will probably get somewhere between 10 to 20 republican votes for this bill tonight. that was last week. who knows what the number is. i think it's really unfortunate, i thought the house democratic moderates were very much mistreated throughout this process. they had an agreement to vote on this bill by september 27th, in exchange for voting for a budget resolution. and the leadership and progressives basical

i want to go back to manu raju on capitol hill. you've got new developments. what's going on? >> yeah, the speaker is making clear they're going to move forward with their strategy to essentially separate these two bills. they're going to move forward with voltes that are going to happen tonight on a rule that would advance towards that larger $1.9 trillion bill, and then a final passage vote of the bipartisan infrastructure bill that has been awaiting action in the house for months. the question is when will they have a vote on the larger expansion of the social safety plan. they have not said, but all signs are indicating that they are almost certainly going to punt on that until a later date, amid demands by moderate democrats, they have a full accounting by the congressional budget office. the question here is whether they're going to have the votes ultimately to do this for such a long time, they have linked all of these issues together because of the demands by progressives, that the infrastructure bill and the social safety net expansion moved together at the same time.

we start with breaking news on capitol hill. these are live pictures of the house floor where the vote on the president's massive $1.75 trillion human infrastructure bill is expected any minute. what's happening now is a procedural vote. it comes after months after democratic infighting and negotiation, and one very long, very rambling night courtesy of republican leader kevin mccarthy. just as democrats were poised to bring the bill to a vote last night, mccarthy stood up and started talking, and talking, and talking. in fact, he didn't stop talking until just a few hours ago, 5:10 a.m., to be exact. his 8 hour, 32 minutes speech was a record, touching on subjects from his desire for a tesla to analysis of the famed painting washington crossing the delaware. but in the end, it was just a delay tactic. this vote is expected to pass and send the build back better bill to the united states senate. what happens there of course is a whole other story. i want to dig deeper, nbc's leann caldwell and garrett haake are on capitol hill a

jessica dean on capitol hill. jessica, the vote, there is a procedural vote happening right now, but this vote is going to happen this morning, do they have the votes? is it going to pass? >> reporter: it is expected to pass. the vote is expected to happen this morning. of course, as you all mentioned, there was quite the hang-up overnight as house minority leader kevin mccarthy taking his privilege of unlimited time to speak and going for eight hours and 32 minutes. here we are now, the final votes, i'm watching them with one eye here, on this republican motion to send it back to the committee, that is expected to fail. and then they will move on to voting for the build back better act, which as i mentioned is expected to pass. and this has been weeks and weeks of negotiations. you remember a deal was struck with a handful of moderates who committed to voting for it after they got that cbo score back. and they now are committed to voting for it. they do have the votes. we do expect it to pass and then it will go

the popularity has not translated into a win on capitol hill. that they have slim margins and knowing that popular provisions have not been able to get across the finish line, they are leaning on a gimmick that allows them to sidestep the filibuster in the senate. they can pass them without a single republican vote and take credit for all of it. a little bit different on the infrastructure part is it. there were a number of votes with 13 republicans voting. afterwards, you can bet that the campaign operatives are going to message like crazy that this was lopsided with no republican support for all of these popular provisions like childcare and a child tax credit. the flipside of that is that republicans will accuse them of being socialist and expanding all of these federal programs in ways that the country cannot afford. host: step back from this week and talk about the deadlines hanging over, the impact that they could have and the legislative planning. guest: it is the middle of november, so it sounds strange to say that it is tight. there is
