first one is lois capps. lois has really been an example and role model for how to be the quinns at the malcongresswoman. she's generous, she's classy, hardworking, collaborative, she's never afraid to take a stand up for people who are in need. one of the things about lois that we all know, she has a lock on the nicest member of congress award and that's for a really good reason. she's been very helpful to me and my staff from the minute i came to congress. came a few years after she did. and always since then they have been helpful whenever we needed them. i certainly will miss her leadership, her perspective as a nurse and health care advocate, and our region's voice on the energy and commerce committee. she's always looked out for and she has delivered for women, for kids, consumers, and anyone who's had problems with health care coverage. on that committee, she really has been a leader on the environment and a leader in promoting clean energy and green technology. everybody knows lois here on the floor.

detective capps made a discovery, one that would finally connect the dots in this series of crimes thatad terrorized this college town. >> i spent that evening basically reading through all these reports. >> the detective ordered background checks on some of the people who attended the party in carolyn's apartment complex, including ynobe matthews. it turns out there were several police reports in the file accusing ynobe of a number of crimes. >> mr. matthews had a tendency to try to sexually assault females, and in the process of that, he would choke them if they were not willing to have sex. >> how did carolyn die? ynobe had never been convicted of sexual assault, but in the files, he read the account of one particularly brutal attack. the case ended up being charged as a misdemeanor, unlawful restraint. it was kristen's. ynobe was the man she says almost killed her. >> i was certain that he had done this before. but at the same time, i didn't think he would do it again. >> the detective called ynobe matthews back down to the station for another interview and decided to pull a fast on

alumni and everybody is so proud of her and extra special because by eld a seat in congress walter capps who was one of my greatest professors. finally, it's tough to say good-bye to our great friend, mike honda who has represented the bay area on the appropriations committee and made sure that congress has invested in our bay region, the extension of bart is one of many examples of mike's great work. he served in three decades from the school board to the board of supervisors to the california a see himbly and here in congress. and mike's very special service draws on his life experience, he is a champion on civil rights and equality and has been our north star here in congress. lgbt gone to bat for the community and anyone who has been disadvantaged and who needs a champion. mike is my neighbor here in washington. i will miss running into him and prius eing that toyota and will miss his warm smile and friendship. but i do know that friendship will continue. so, mr. speaker and my colleagues, thank you for the time to lend my voice of appreciation and gratitude to these great, great cha
