shepard: carl cameron watching it all on capitol hill, thanks a lot. a group of doctors and nurses in one state are now protesting against a brand new mandate from their state that says that every healthcare worker must get vaccinated for both seasonal flu and the h1n1 fleu. our next guest is a nurse who organized the rally you see in a box there, and she said she does not want the government telling her what to put in her body. shepard: we're tracking h1n1 at fox news, and state health-care workers in new york have a couple of months to get the h1n1 vaccine and the seasonal flu vaccine, or they will be out of a job. it is an emergency regulation put into place that has prompted a protest at the state capitol. the protests happened earlier today. here is the controversy -- new york is at the moment the only state to require this vaccine to protect patients from catching the flu from their healthcare providers. protesters say they just should not be forced to get the shot, not by the government. some claim the vaccine has not been fully tested and that

shepard: carl cameron, live on capitol hill. thank you. two developments in the case of a murdered university graduate student. the cause of death for annie le and the man that police are calling a person of interest. the connecticut state medical examiner's office report that she died of traumatic asphyxiation due to neck compression. in other words, someone strangled her. police are not saying where they think it might be, but last night they took raymond clark into custody. a lab technician at work in the building where the police found her body on sunday, which was supposed to be her wedding day. they searched his body and the apartment. his home is in middletown, conn. 20 miles from the laboratory where she died. investigators let him go early this morning. they said that the evidence they collected will either will him in or out as a suspect. -- rule him in or out as a suspect. rick, what were the highlights in a news conference? >> we learned that two more warrants were served today on raymond clark, at his home and vehicle. he is u

carl cameron is at the capitol. what is the expectation with democrats trying to change the public option? >> this is the bill that has a cooperative instead of the public option. all four other bills have the public option. today, it is jay rockefeller of west virginia and charles schumer of new york proposing amendments to insert the option in the bill that was supposed to have the alternative. as you might expect, the ranking republican on the committee has come out and reiterated his opposition to it. he says the so-called public option, which is little more than a government insurance plan, amounts in his mind to a "slow walk to government-run single payer system." republicans are going to be against it, but the big question is whether democrats are going to be against it. it begs some questions about whether or not democrats are divided. here is how rockefeller unveiled it earlier. >> people assume it is some kind of government takeover. those are mostly people who have some kind of ideological bent against it

carl cameron work still for us. they cannot even agree on anything. >> this is a bill by the kentucky senator. the idea is that you take the actual statutory verbiage and put it on the web three days before the vote, along with an analysis of the price tag by the nonpartisan congressional budget office. but it would take a lot of time, a couple weeks. democrats say no. they have an obligation to know what they're voting on, they say. they also say that the american public has a right to know the cost. shepard: that is not the only battle. there's another one over proposed cuts to medicare. >> yes, and we have some numbers to show you. we're talking about a plan that would reduce the size of medicare by $500 billion, but within that, there's a plan to lop off $123 billion, something called medicare advantage. it is a program where recipients pay a bit more and get a bit more services, sort of like an hmo. the problem is that the president said he would not do anything to cut medicare services, and the cbo, republican

carl cameron is on capitol hill to tell us what is in it. >> the chairman of the senate finance committee is behind closed doors in his office trying to sell his plan to the bipartisan gang of six with only limited success, quite frankly. also today, the non-partisan congressional budget office has offered up analysis of his proposal on the deficit and long term. it is a fairly controversial assessment of its cost. montana democratic senator max baucus says his proposal would cost $880 billion, mandate individual insurance coverage, exclude a government insurance option, include a government initiated non-profit cooperative instead. block coverage for illegal immigrants with i.d. verification, block federal funds for abortion, and reform and reduce medical malpractice lawsuits. after eight months of work, baucus still lacks a single g.o.p. vote for his plan, and lately, often drops the word bipartisan from his predictions about passage. >> i think there is a going sense that this bill will pass voters want to vote for healthcare reform. >> another side of eroding hope for g.o.p. support,

joining us now is major garrett and carl cameron. let's start with you. >> the white house is in a position it has not been in since debate began, which is where the white house can now confirm what congressional democrats are doing or not going to confirm health care. last night, the presidents at 30 million american citizens lacked coverage. that is lower than the number most democrats use. that is because the president leaves out illegal immigrants and resident aliens. today, robert gibbs went into great detail on the question of, would illegal immigrants be covered more broadly than they can now under emergency health care services? he said absolutely not. in that respect and many others, the white house is now talking about its plant, not with congressional democrats. what they put forward last night is much closer to what is developing in the finance committee than any other committees. shepard: what else on capitol hill today? >> they are working with the calendar. part of the problem is that there are supposed to be five comm

carl cameron is on capitol hill. max baucus put out a version of that plan, but does he have the support? >> if he had the votes, it probably would have been brought up before the committee by now, and it has not. the president's speech tonight had increased a certain amount of pressure for democrats to come up with an alternative to the government option. the truth is the senate finance committee is the only one of five on all of capitol hill that does not include that so-called public option. they are considering a cooperative, which would allow groups of people to buy insurance less expensively and thus compete with the private market and also bring down costs. what they do agree on in the committee is that the public option, as it is called, and the other bills on capitol hill will ultimately not pass. >> i say frankly -- i think frankly with increasing conviction that a public option cannot pass the senate. it is different as each day goes by. private statements in public statements. >> there you go. the governm

megyn: you know, carl cameron said last week that the only thing bipartisan about this bill is the opposition to it. is there any hope? of given how displeased both sides are with this bill, there seems to be no coalition behind it at this thnt. is there any chance that this thing is going to get the wind behind it? >> and right now because of a lack of republican support it looks likely that max baucus and the democratic leadership are going to have back of the left, trying to solidify support amongst democrats in the senate. there is an old saying in washington, if a piece of legislation comes out and nobody likes that and it -- and nobody is happy, it is probably a pretty fair deal. megyn: when both sides walk away happy in a lawsuit, they often say that you have done your job -- with both sides walk away on happy in a lawsuit, they often say -- unhappy in a lawsuit, they say that you have done your job. bill: president obama rise in york city this week getting ready for speeches and meetings the u.n. general assembly. this after he scrapped plans for a missile defense shield in europe. th

carl cameron is live on capitol hill, feeling healthy, we presume. what is going on today? are democrats ready to back the baucus plan? >> no. they're going by the plan line by line, looking at the provisions. this is a draft. it is not actually legislation yet. the committee has to go on work -- go and work on it. this is his proposal, and he is throwing it out like food to a shark tank, and they will start amending it. which means that eight months of work is about to change dramatically. we do not know the details, because there are some amendments. it is a difficult problem. democrats and republicans are both facing a lot of opposition and concern. there will be a lot of amendments. what was unveiled yesterday will god in christ, grown in scope -- go up in price, grow in scope. jon: when you talk about price, you have to wonder, how is the deficit going to be affected with all of this? >> analysts say it will actually bring the deficit down $50 billion over the next 10 years. and they did something interesting. they did a 20-year analysis. that is almost unheard-of on c

carl cameron is on the story in washington. you have been on the road.he august recess done to the debate? >> it has had a profound effect, no doubt. the congressman we just saw, he is a conservative democrat, and not only does he have concerns with the government plan, but he is a leading candidate to replace ted kennedy's senate seat. these town hall meetings have had a profound effect on what is going on. yesterday we saw nancy pelosi and she has opened the door for house democrats to see an alternative to the government health-insurance program it is a big step considering all of her insistence to keeping this in their version of the bill. the president seems to know that reform is in trouble as a consequence of what has happened in the summer and is now planning his speech to congress next week. it is clear from democrats on the hill that they expect the president to warn them, particularly the liberals on the far left of the party, that if a government-run health insurance package is going to kill and, they should take a partial deal. it is a major
