let's go to carl cameron in washington. how do you break this down? is there a big difference from what you heard from president obama, compared to the bipartisan commission of eight senators yesterday? we heard a lot more from the so-called gang of eight. they got more granular. what we heard from the president was a campaign rally. he is going to head out on the campaign trail and push his agenda items with campaign-style peaches of that nature. you could hear the crowd getting wooped up with campaign-style rhetoric to advance this. it's generalities and we haven't seen the details. what is noting is that the president has changed his language. in the past when he has been talking about comprehensive immigration reform, he has talked about the desire as an end game to get those here now illegally, quote, legal status. now he is saying this is a path not to legal status, but a path to citizenship. that's much more aggressive. the time table he is likely to propose is a slightly faster path to citizensship than what the commission has put forward. har

chief political correspondent carl cameron is live from washington. so carl, may is my birthday but beyond that i have no reason why may is the date. what is the fine print here in all of this? >> reporter: the title of it is called the no budget, no pay bill. that is sort of contingent string attached to this. over all extends enforcement the of current debt ceiling through mid-may. but at that point it retroactively goes up and the bipartisan policy center says the increase will be $450 billion. call it about half a trillion so the new total will end up being around 17 trillion in federal debt, as of mid-may. that string attached to the no budget-no pay provision. house republicans who have passed budgets during the first obama term inserted this into the legislation, essentially to pressure senate democrats to pass budgets. they have not done that during obama's first term. the measure says each chamber has to pass a budget by mid-april. sured either chamber fail, its member's pay would be withheld. here is harry reid talking about it and how it com

chief political correspondent carl cameron is live in washington for us. so what are the alternatives here, carl? what's the plan? >> reporter: well, they're talking about plans and none of the alternatives are particularly good because the situation is so bad. with the white house refusing to negotiate spending cuts with republicans as part of a deal to raise the federal debt ceiling both sides are trying to prepare for and even avert a potential default. white house says if it happens it will pay revenue to pay bills in order they are received what you said. for the past year, pennsylvania senator pat toomey and handful of others in the house and senate are pushing legislation would prioritize which bills get paid. arguing if you pay the interest first on the debt, default can be avoided and there would be enough money left over from incoming revenues to pay social security checks and salary for active duty military. that is what the republicans are pushing. that is what toomey is trying to say would be a good way to go for the last year-and-a-half, jon.
